Stock Market Strong, Supported by IiOwer Federal Reserve Rate; Sterling Exchange Advances. TCBW YORK. Sept. 22. -Using the lower rediscount rats of the federal reserve bank as a lever bullish Interests dominated the stork merket today. Early advances of 1 to 8 points among ths usual favorites comprising the rails. Industrials and special Issue were can celed at midday by bear drives, but a vigorous rebound at the day's best quota tions accompanied the active finish. Mexican Petroleum was the pivot around which the day's business mainly revolved. After registering a 2-polnt advance and a 2-polnt decline the stock closed at a gain of 2 points. Affiliated stocks were virtually unchanged, but net advances of 1 to 3 points were made by Baldwin A Crucible and United States Steele, Reading and Northern Pacific. Southern Pacific, L'nlted States Rubber. Allied Chemical, Famous Players, and various other un classified Issues. Weakness of several secondary special ties, such as United States Food Products, which established a new low record and further omission of the dividend on Am erican Agricultural Chemical preferred di rected renewed attention to the doubtful financial status of relatively obscure com panies. Sales were 575.000 shares. Contrary to expectations the reduced federal reserve rate exerted no Influence over the open money market. Time quo tations were unaltered and call loans remained fixed at 6 per cent against yes terday's high and low of 6V and 4Vs per cent. Except the Italian rata, which cased lightly, aubstantlal Improvement was shown by ail Important foreign exchanges. Sterling was 3 centa over the week's low and French, Belgian and Dutch bills gained 10 to IS points. Bar silver's further rise again strengthened far eastern ex changes, the Shanghai rate rising 2 centa Domestic rails and some prominent In dustrials and utilities figured in the en larged dealings In the bond market.
