' Every effort will fce made to put an nd to the wholesale expenditure of public money in Portland and for the j inauguration or a sane administration of public affairs with a view to lower in? the tax levy, through a campaign inaugurated by the Portland Realty board at ita luncheon yesterday at the Portland hotel. The board adopted the motto suggested by Joseph N. Teal, ex-member of the shipping board. "Lower taxes and a closed sea son on bond issues," as the keynote of the campaign. At the close of an address by Mr. Teal, who emphasized the need for retrenchment in public expenditures, the board voted to devote a meetinx May 3 at the Portland hotel to the framing of a definite programme for cutting down taxes. It was announced that prominent Portlanders Interested In lower taxes would be invited to meet with the organization to assist In mapping out a line of action. Another meeting-will be held at the auditorium to which all organizations Interested will be invited. Plea Blade for Cut la Levy. The unanimous action of the board In launching the tax-cutting cam paign came after Mr. Teal had de clared that If public expenditures were not stopped, the cost of peace would be greater than the cost of war. "We have arrived at a point where taxation must be reduced," he said. There should be a decrease in the levy. It can be done and it must be 4one." v W. B. Shlvely, chairman of the legal eommlttee of the board, moved that a meeting be held to frame a pro gramme to stop useless expenditures. "There is need for public sentiment being aroused to realization of the Importance of the issue," he said. ' "I am with Mr. Teal. I do not agree with Herbert Gordon that the tax levy should be held where It is at the pres ent time. I thins: that we should go further and demand a decrease. We have been doing nothing but sit and resolute and then go about our busi , ness. We should go farther than that. We should frame a programme and go down the line and see that it is put through. Publicity Is Emphasised. The importance of acquainting the public with the question was empha sized by Coe A. McKenna, president of the board, who referred to the fact that the Rotary club, at its meeting Tuesday, had rejected the resolution asking tax levying bodies to make no further increases in the levy and had merely contented itself with asking for economy in public expenditures to as great an extent as possible, con sistent with efficient administration. Mr. Gordon, who was chairman of the day, explained that he was heart ily in favor of the move for a lowering of the tax levy. "The reason I asked merely that the levy be kept where It is without fur ther Increase was because I thought that would be all that I would be able to- do," he said. Mr. Teal said practically every ac tivity in the country was passing from the extravagance of the war period to normal conditions and he empha sized the need for public business to follow suit Big: Tax Increase Cited. "In 1911 the state per capita tax was $2.06 and In 1921 that had ln- creased to $12.12," he declared. "This was an increase of 585 per cent, while the population increased 1614 per cent The state tax consequently increased S3 times as fast as the population. During the same period Multnomah county taxes increased six times as fast as the population and 11 times as fast as the wealth. "Much of this increase was the re sult of our own voting and so we have only ourselves to blame. We must learn to vote intelligently, to deter mine what is essential and to oppose anything which is not. Mr. Teal referred to the proposed $200,000 bond issue for the purchase of fire apparatus and characterized It as "foolishness." "The fire department has constantly increased in expanse since 1910," he aid. Surrey of Schools Suggested. The speaker declared that no money and no tax levy could guard against a conflagration like that of Chicago or San Francisco. He said the law of averages must be taken into consid eration and the city made reasonably safe from fire loss. He said also he was In favor of a survey being made of the public schools to determine what is essential and what is not. He read a portion of an article, re printed from the Saturday Evening Post In The Oregonian of yesterday morning, in which the need for the lowering of the tax levy was empha sized. Mr. Teal said that Portland had been fairly conservative in the past and it was due to this fact that this city is in better condition financially and from the business standpoint than other rival cities. In emphasizing the need for action lie declared "ten earnest men in thia city can save it lust as ten could have saved Sodom and Gomorrah." Nearly every hour of the three days of the 1921 Rose Festival June 8, 9 and 10 the amplifier being installed at the festival center by the Ameri can Telephone & Telegraph company. In conjunction with the Pacific Tele phone & Telegraph company, will be in use, according to plans being made by the Rose Festival association. O. W. Mielke, president of the asso ciation, yesterday announced the ap pointment of Marshall N. Dana as chairman of a special committee to prepare the programme at the park blocks. Frank Branch Riley has been retained for three addresses, one each aay. Other speakers and musicians will participate in the programmes during the festival. Bee Inspector Appointed. ASTORIA. Or.. May 20. (Special.) Herman Ahlers was appointed by the county court today as bee in spector for Clatsop county, and a part of his duties will be to assist in erad icating the diseases which are gain ing a foothold among the bees.
