AMENDMENT ALSO IS AIM Representative Siegel's Proposal Is to Limit Size to Future Houses to Total of 500. WASHINGTON. Jan. . Membership of the house will be increased to 483 under a bill to be reported tomorrow by Chairman Siegel of the census committee to fix the reapportionment for ten vears under the 1920 census The bill would mean an increase of 48 over the present membership. No state would lose any representation. Representative Siegel also will in troduce a constitutional amendment to limit the size of future houses to 500. Adoption of the measure would re sult in an increase in the total voce of the electoral college to 579, making 290 necessary for the election of a president and vice-president. The present vote is 521, making 266 neces sary for a choice. California Gain Largest. California would make the largest grain of new members, five, bringing her total to 16. Michigan. New York. Ohio and Pennsylvania would gain four each. Illinois and Texas three Massachusetts. New Jersey and North Carolina two each; while Alabama, Arkansas. Connecticut, Georgia, Mary land, Minnesota, New Mexico, Okla homa, Oregon, South Carolina, Tenne see. Virginia, Washington, West Vir ginia and Wisconsin would gain one each. The basis of representation is fixed at one member for each 218. 9i9 In habitants as compared to 211.873 as at present. Support Is Unanimous. Members of the committee were said to have been practically unanimus in support of the bill after an effort to fix the membership at 460 had failed. The basis for representation was fixed at one member for every 218, 979 inhabitants. Under this bill the states would gain as follows: Alabama one, Arkansas one. Call fornia five, Connecticut one, Georgia one, Illinois three. Maryland one, Mas eachusetta two, Michigan four, Min nesota one, New Jersey two. New Mexico one. New York four. North Carolina two, Ohio four, Oklahoma one, Oregon one, Pennsylvania four. South Caroline one, Tennessee one, Texas three, Virginia one, Wash ington one. West Virginia one and Wisconsin one. Representation Is Listed. TJnder the committee's bill the states would have representation as follows: Alabama 11, Arisona 1, Arkansas 8, California 16, Colorado 4, Connecticut 6, Delaware 1, Florida 4, Georgia 13, Idaho 2. Anticipating that Oregon would be allowed a fourth representative in congress, members of the legislature have been planning on redisricting the state for several months. The redistricting will probably pre cipitate a general political scramble, as there are half a dosen or more members of the 1921 session who have ambitions in that direction and each will want the state redistricted so that it will be to his own advantage. Many members, indifferent to the am bitions of their colleagues, favor mak ing the fourth representative a con Kressman-al-large. SWIFT & CO. PROSPEROUS Twelve Millions Paid In Dividends Despite Readjustment. CHICAGO, Jan. 6 Surplus earn ings of previous years made pos sible 8 per cent dividends, amount ing to H2.000.000, although sales fell off during the year 1920, according to the annual statement of Swift V Co.. announced at the annual meet ing of shareholders here today. Dur ing the year (5.170.382.45 was added to the company surplus and an in crease of S6. 000.000 in real estate and Improvements was shown. "Our sales during the past year excreded 11,100.000,000." Louis F. Swift, president of the company, told the shareholders. 'This represents a reduction from the previous year, but this was to be expected because of the fall in values and the smaller volume of livestock produced. You all know what a readjustment of val ues means. We can be thankful that we are not likely to have to go through this again during the life time of those present."
