The most weeping- roundup of crooks and sus picious characters In the history o New York was madie today by the eitVs police forCe of 11,000, aug mented by 4800 reserves, in an ef- fort to stem the wave of crime that startled the metropolis last week. More than 150 persons were caught In the dratrnet last night. "Xight raids by police fail to stop crime wave. Thus read headlines in New York newspapers tonight after the round up was over. New York posts of the War Vet erans' association, after their session, despatched a letter to Mayor Hylan offering him "the services of from COO to 5000 selected members of the legion to reinforce the police force of Greater New York." Because of the co-operation given by the state fire marshal's department In ferreting out incendiary fires, repre sentatives of nine mutual fire insur ance associations operating in Oregon today went on record favoring an In crease in the taxes paid by these or ganizations In order that more money may be made available to continue the work undertaken by the fire mar shal and his assistants. The conference also recommended that the fire marshal's scope of au thority be increased to the extent that he shall estimate all fire losses as soon as reports of fires are received at the offices of the insurance cor porations. Legislation to this end probably will be sought at the next session of the legislature, although the exact nature of the bills to be Introduced was not determined at to day's session. The insurance code enacted at the 1917 legislative session was declared to be satisfactory and no amendments to the laws will be asked by the mutual Insurance associations. The conference .was held In the offices of the state Insurance commis sioner, with A. C. Barbur. state fire marshal, and his assistants in attend- ance. The ob ject of the department in the Justice court will be to hear matters in liti gation for sums of $20 or less and where the creditor or debtor desires to get action without the employing of an attorney. Matters decided in this court by the Justice will be final and subject to all existing laws there after for enforcement. Ei-Samoan Governor Burled. WASH1N-GTOX. Dec. 20. Full mili tary honors attended the funeral to day of Commander Warren J. Ter hune, ex-governor of Samoa. The services were held in the chapel at Arlington cemetery. Bight of Com mander Terhune's classmates at 'the naval academy served as honorary pallbearers. City Invites Verdtm Hero. The savior of Verdun, General Robert Nivelle, is In San Francisco, where he. is visiting Major-General Hunter Liggett, commander of the 9th army area. Yesterday an invitation was sent to him requesting him to visit Portland before he completed his coast' tour. General Nivelle Is the guest of the nation and .was sent by France to represent his country at the Pilgrim tercentenary. As far as is known a visit to Portland was not included In his itinerary. OREGON CITY, Or, Dec 20. (Spe cial.) While hauling logs at Carver Thursday Stephen Carver was thrown from a wagon when the logs rolled and pitched him forward behind the horses. The frightened animals kicked the helpless man in the head. but he managed to crawl from be neath the wagon and the horses ran away. Carver Is suffering from bruises as the result of the accident. but says he Is lucky to get out alive.
