All of the 80-odd tax-levying bodies fn Multnomah county have been go in? ahead making up their budgets and levying whatever tax they con sidered sufficient, without being re sponsible to anyone in particular. Sometimes an anxious taxpayer has attended a budget-making meeting, but as a rule the budgets have been . prepared and the levy made without the general public being aware of what was going on and then, some time along in February, the taxpayer awoke with a howl and discovered a big total levy. Whether all of the budgets were properly estimated or whether there had been any attempt to prune, cu dewn, trim and eliminate items, the taxDaver doesn't know, but rather suspects there wasn't. The tax supervising and conserva tion commission, as it now exists, i; merely advisory and has no authority. Herbert Gordon, backed by the Tax payers' league, hopes to overcome this defect when the legislature meets by investing the commission with control over every item in every budget pre pared by every tax-levying body within Multnomah county. Governor to Xante Members. If the bill now prepared Is enacted into law the tax supervising and con servation commission will be the one to O. K. the budgets and authorize the making of the respective levies. It will be the first time that an attempt has been made to co-ordinate all of the tax-levying bodies in this county. No attempt is made in the measure to dictate the personnel of the com mission. The appointment of the three members is placed in the hands of the governor. "I will endeavor to obtain econom ical expenditure of public funds suf ficient in amount to afford efficient and economical administration of government in the county for which I have been appointed; I will perform said duty without fear, favor or com ' pulsion and without hope of reward." More Efficiency Sought. Such is part of the oath of office j which the members of the commission will be asked to subscribe. It tells everything. The object of the tax supervising and conservation commis sion is to bring about more efficiency and more economy. It is possible that strenuous op position may develop against the measure but only from some of the tax-levying bodies. No taxpayer of Multnomah county is likely to offer protest against a bill designed to con- serve his tax money. "If officials of a tax-levying body." said Representative Gordon, "know that the items in their budget are justified and are necessary, then they are. in position to defend these items before the tax supervising and con servation commission, in the public meetings called for in the bill. As a member of the ways and means com mittee in the legislature I have fre quently seen representatives of de partments come with a budget which they said was absolutley essential. Some Appropriations Needless. "When the ways and means com mittee would go over each item, th department heads would not infre quently admit that this or that item could be reduced or eliminated wun out affecting the usefulness ' efficiency of their department. Some thing of like character is probable when the tax supervising anu con servation commission begins to sea the budgets of the many levyin ' bodies in Multnomah county. Some appropriations which appear impor tant may be round or no pressin necessity and in this way the com mission will be saving money tor tn taxpayers. "So official should resent havin the Judgment of the commissioners, for the commissioners and members of the levying bodies are supposed to have only one object in view an that is the best possible service for the taxpayers of the community. There is no means of knowing, at this time what the total bonded in debtedness of the many levying bodies may be, without a special effort being mada The bill of Mr. Gordon pro vides that it shall be the duty of the commission to compile accurate sta tistical and other information as to bonded or other indebtedness within Multnomah county, and to maintain a permanent record. The commission is directed to issue a statement each year as of Decem'be 31. which shall show the annua in terest charges of all 'such indebted ness, and to what funds the same may be charged. This commission's powers are quite sweeping, for the commission will not only keep a supervising eye on the levies of small school districts, but of the budget and levy of the city of Portland the budget and levy of the county commissioners, and of the Fort of Portland commission, the dock commission and all the other bodies which cause tax levies to be made.
