With export demand lacking, wheat buy ers are doing; but little business In the eountry. Bids are being put out In the Interior regularly en the Portland basis. but they do not excite I Interest on th part of farmers, who consider the offers a too low. In spite of the Inaetrllty In the eountry. there was some trading: on the local board yesterday. And It marked the first sale of wheat made at the exchange since the beginning; of the. war. Fifteen thousand bushel of white club. September delivery, were sold at S2.30. and 6000 bushel ol oft white, September delivery, at the same price. These bide were 3 to S cents more than the prices posted Saturday. Offers foe- hard wheat were 3 cents lower, while red Walla was irp 2 cents and hard winter 1 cent. The coarse grata market averaged 60 ents to 11.25 lower, although August Whits oats were raised 60 cente. Capital of the United States grain cor poration was reduced from $150,000,000 to ti0.0O0.0OO at a special meeting of th board of directors. This action wa taken In accordance with an executive order signed by President Wilson August 18. Fifty million dollars Is the original cap Itallzation with which the corporation started Its war-time control of wheat In August, 191T. By the order of the preal dent, Julius H. Barnes. United States wheat director. Is directed to surrender 1.000,000 shares of the stock of the grain corporation held by the wheat director as agent of the president, who is custodian f the stock for th United States. It is Interesting to note that the grain corporation has paid back into the treas ury 00 per cent of the J300.000.000 pro- Tided by congress to protect the govern ment's fair price for wheat to the farmers In less than three months from the time It commenced to liquidate. Four hundred and fifty million dollars will have been returned to the treasury through the ductlon In capitalization just mad and the previous reduction on June 23. The reversal occasioned surprise In some quarters, however, because many of the developments over the week-end were dis tinctly favorable to the long account. Tbe one noteworthy exceDtlon was the clear ing house statement, which disclosed, a. sever contraction of actual reserves. The money market steered an even course, interior banks again lending mod erately of time funds, regardless of fur ther prospective withdrawals of cash for crops and federal payments. During the week two or three cargoes of Danish butter arrived at New York. The stat department through th bureau of markets gives tonnage at over 1,000,000 pounds. There Is beginning to be some Inquiry for new crop Oregon hops. A few dealers were out yesterday with offers of 60 to 65 cents on contract, but they found no takers. Bids were also reported of 45 cents for 1921s and 35 cents for 1923s. The demand, such as it Is. Is coming from domestic sources. No foreign Interest In the market has been discovered yet. Exports from the United States during June. 1920. were 852.393 pounds, of which 781.558 pounds went to Great Britain. For the months of September to June last, both inclusive, total exports were 28.209.779 pounds, of which 24.404.343 pounds were to Great Britain. Provision. Rallies on .Coffee Exchange. NEW YORK. Aug. 23. Reports of flrme tone in Brazil led to further covering in the market for coffee futures and an advance in price here today. The open ing was 15 to 13 points higher, with De cember selling at 9.10c. a recovery of about 1.1 points from the low level of last Thursday. This seemed sufficient to attract realizing by jecent buyers for reaction and prices eased off to 8.75c for that delivery but covering continued and there wer rallies later In the day wit December closing at 8.99c and with th general list showing net advance, of S to 20 point. Cash price ranged from 4 to 15 cent lower In various markets of this country, and Canadian prices were also quoted sharply lower. It is understood that the British commission Is awaiting the movement of Canadian wheat and will confine Its purchases to that country for some time. The car situation is show ing a marked improvement, but in many sections of the wheat belt farmers hava assumed a holding attitude, expecting to receive . higher prices. Financial condi tions are not favorable to holding com modities ff the market, however, and we doubt that any such endeavors will meet with success. -' Corn started higher on buying Induced by the lower temperatures over Sunday, but the trend was quickly reversed and new low levels on the crop were estab lished by to) December and May deliv eries. September again showed Indica tions of tightness, due to concentrated holdings and rapidly diminishing stocks in Chicago. The cash demand was slow and th market Inclined to heaviness, al though receipts were too small to bring about a decline of importance. Fair and warmer weather is predicted for. the en tire belt, which ls very desirable, as most sections have received" generous rains and high temperatures are needed to bring th crop through to maturity. We expect to see a keen desire on the part of the pro ducer "to market his surplus from the eld crop when he ls sure of the outcome 01 the new. Oats ruled heavy throughout th ses sion, with selling by cash Interests the conspicuous feature. Cash oats were also weak under the pressure of large receipts and premiums were reduced about c. Only a moderate eastern shipping demand was reported, while nothing was heard of export buying. We see nothing upon which to base hopes of a permanent upturn. Rye Speculative holdings of rye wer liquidated because of weakness In wheat. There was some buying on the oreaa. out It had little effect. A sale of 60.000 bush els was made here for export and New York reported 200,000 booked there. Cash ry was 4 c lower, with sales of No. 3 on track at $1.98. Provisions Irregular, volume ; of trad averaged small, soma support given by local packers and shorts gave early strength, which brought out some realiz ing, causing the reaction: 25,000 hog to morrow, 10,000 left over today. Once more the weed nuisance ls a burning Issue at the city halL "With weeds and grass covering vacant property all over the city, complaints are being received in large numbers at all city offices, particularly Mayor Bakers office. How to remedy con ditions is a problem. Several years ago the city adopted the 'plan of notifying property own ers to cut weeds or stand the cost- Where the owners failed or refused to heed the notice the city had the work done and charged the bill against the property. The result was that the city found that it could not force payment of the amounts, and it is still holding something like (12 000 worth of liens, said to have no value, the assessments being invalid. After that experience an effort was made to have the police bureau force the cleaning up of lots, and this plan jnet with difficulties because it was impossible to arrest owners, of Port land property not residents of Port land. Mayor BJker and members of the city council have been trying to find some method of forcing owners to clean up. It is probable that within a few days a campaign will be inaugu rated through the medium of the police and fire bureaus.
