CLIQUE CONTROL, CHARGE
Washington Republicans Dominat
ed by Group, Says Candidate.
TACOMA, Wash.. April 30. (Spe
cial.) That a small clique controls
the republican party o Washington
and that a group of paid, professional
politicians manipulate the legislature
at each session so that it closes with
a stigma, attached to It, was the
charge made today by Senator Phipps.
Spokane, in speaking- before Tacoma
republicans. He is seeking- the nom
ination as lieutenant-governor.
He urged that independent voters
be brought into the party.
