UNIONS CLAIM VICTORY Operators Declare Policy to Be to Get Specific Facts, Xot Glit tering: Generalities. WASHIXGTOX. March 22. Forma tion of the joint railroad wae board was completed tonight by the con ference committees representing the railroad corporations and the 16 rail road unions, which elected E. P. Whiter of the Pennsylvania railroad, chairman. The bi-partisan body is heady to consider wage demands of the 2,000.000 workers which have been twice before the president without a settlement. The board today began re-examina tion of the voluminous records and data on workers' claims gathered by the wage adjustment boards of the railroad administration. The corpora tion representatives agreed to include these in the board"s wage records and to employ ihera as far as practi cable, as a basis on which to discuss the controversy. According to indications, the board will not deal with the question as a whole until minor points of differ ence are eliminated. The suggestion of the president that the board should give close study to the relationship between present rail road wages and the cost of living and also to the pay of labor in other in dustries probably will not enter into the conference until toward the end. The disposition seemed to be to talk of "specifics rather than generalities" at the outset and on this point, union leaders said, they had won. Railroad representatives explained that the association of railroad ex ecutives had instructed them to enter the negotiations "in a spirit of co operation," but they reminded the union leaders that financial respon sibilities rested upon the corporations which must be considered when wage claims were under consideration. Reference was made, it was said, to the hearings now before the interstate commerce commission and the state ment made that wage increases, hinge on higher rates. Union leaders scouted the report that their demand would aggregate an additional $1. 000,000,000 on rail road operating expenses. (Special) James Bault, 15-year-old Tallman Doy, who attempted to pass a forged check for 8250 at the First National Bank in this city last Tuesday, was adjudged delinquent by Judge Bilyeu in the juvenile court here Saturday and placed in the custody of his par ents pending the further order of the court. The court announced that whether or not he remains, there de pends upon his future conduct. Church Quota Almost Doubled CORVALLIS. Or.. March 22. (Spe cial.) The Congregational church in this city yesterday pledged 11642 to the Pilgrim memorial fund. Its quota was $900. Rev dwell O. Railroad executives and employes differed widely before the interstate commerce commission today as to the methods to be employed in determining: the roads' valuation on which an annual net return of 5 per cent is guaran teed for two years by the transpor tation act. Congress has made it imperative that an Immediate valuation be made. A. P Thorn, peneral counsel for the Association of Railway Executives, 6aid. Property investment accounts and material and supply accounts, he declared to be conservative figures now susceptible to use. Data being gathered by the commission are in complete, he said, and should not be considered at present. Estimating- at J20.000.000.000 the Talue of the properties, Mr. Thorn de clared overstatements in the rail roads' accounts filed with the com mission would be more than offset by the rise in values in the last two years. Speaking; for railroad employes, Donald it. Richbersr, representing Glenn E. Plumb, author of the Plumb plan for railroad ownership, expressed surprise that the executives and se curity owners should advocate a con struction of the act "not as it is writ ten, but as it would have been but for a misconception." He said the interest of the employes in the road's valuation lay in assuring: a return sufficient to provide operating: ex penses which could meet the reason able wage requirements of the work ers. He denied congress intended an immediate valuation should be made ana called the property investment account evidence of "minor impor tance." Many a wall is going up from the taxpayer these days when be finds at the office of Sheriff Hurlburt, tax collector, that he must pay a tax on his flivver which he thought was in cluded in the license tax paid for 1920 by the provisions of a law passed by the 1919 legislature. But it is all right, courteously ex plains E. S. Huckaby, chief deputy In the tax collection department, for the license includes the tax for a year in advance, whereas the usual tax collection is for the year past. The Increase in automobile licenses to cover the tax did not go into effect cntll January 1, 1920, and is for the current year. The automobile tax for 1919 is still due and is included on the ril row being collected. Though $14,818 more has been col lected to date in taxes than in the eame period of 1919, individual pay ments have been only 29,400 compared with 32.755 for the same time & year axo. The explanation is that taxes this year are 20 per cent higher than they were last, the roll calling for $12,007,000. Collections are 81,259, 993.27 compared with $1,245,175.89 at this time in 1919.
