Lavagno. proprietor of the French grocery store 40 North Third street, was arrested yesterday afternoon by Detectives Abbott and Erake on a charge of -violating the state prohibi tion law by having wine in his pos session. Charges against Lavagno were preferred by Deputy District Attorney Deich. Lavasno was fined $150 in the municipal court Wednes day on a charge of violating the prohibition law. He was arrested after Officer Drennen is said to have found a bottle of liquor in a loaf of bread in the place. Portland Man Hurt at Albakt. A. H. Gould. This will virtual ly take the form of a school and is intended to instruct those who handle the forestry planes as to the means nf communication between the ma chines and the ground. Observing methods -will also be taught. The rangers designated to represent this territory are William Nay lor of Kugrno, C W. Boyce of Portland. K. M. Gruver of Grants Pass. C. B. Neal of Portland and JU K. Chartrand of Wenatchee, Wash. All have had con siderable experience with planes and Koyce -was engaged in map work for the army aviation service during the war. A dec laration that he had no intention of committing suicide by leaping into the river from the Hawthorne-avenue bridge Thursday night, is made by Carl Piacentini. who was found by a passing pedestrian, prone on the side walk, evidently in a faint. A note that was found tacked to the railing said he was tired of life and wished to die. Testex-day. upon being released from the emergency hospital, the young man explained that, after being given a drink at his lodging on the east side, he was taken ill and while rtuTefied, wrote the note and took a position on the bridge, lying down when he -saw a man approaching. He denies ever having any quarrel with his sweetheart. He served in an artil lery outfit through, four battles over seas, he stated. Rati .wat Ot-f-iciat-S to Emrr. An nonncement was received from San Krancisco yesterday that H. A. Hln shaw, general freight agent of the Southern Pacific lines north of Ash land, will become assistant to W. R. Scott, federal manager, at 12 o'clock tonight, when the roads are taken over and placed under the central western region. He will have entire control of the lines, relieving J. P. O'Brien and will continue to act as freight agent. He will have but one month's service, as on March 1, pri vate control eventuates. His head Quarters will be in Portland. Jackson Club to Dance. The Jack Bon club, it was announced yesterday, will celebrate Washington's birthday Saturday night. February 21, by giving a patriotic dance and pro gramme embracing an oration and vocal music. The committee which has the plans in hand consists of John D. Mann, chairman; Mrs. Sarah K. Moore. Mrs. Josephine M. Othus, Mrs. Thella B. Scruggs and Walter B. Gleason. The affair will be com plimentary and will be held at one of the hotels. Chinksb Dri'g Seller Jailed. Ixy Foo. Chinese laborer, who was ar rested at Fourth and Everett streets Thursday night by Officers Craig, Rcgas, Watson and Wood, was sen tenced to. 30 days in jail yesterday by Municipal Judge Rossman, on a charge of selling morphine. Foo is said to have sold a quantity of mor phine to Chester Mason. The case against Mason, who was charged with having morphine in his possession, was continued for sentence. Auto Driver Fined toe Overcharge. Henry Sinner, driver of a for-hire car, was given a fine of $13 in the municipal court yesterday on a charge of having overcharged Mrs. A. i,. But terfield for taking her from the Union station to Twenty-fourth and Kearney street. Sinner is said to have charged $1.50 for the ride whereas the fare for such a ride fixed by the motor bus inspector was said to be about $1. Youth Arrested on Statutory Charge. William Roberts. 16, laborer. was arrested by Patrolman Craig yes terday afternoon at Eighth and Burn side streets on a warrant charging him with a statutory offense. Charges against Roberts were preferred by Mrs. Moorad of the woman's protec tive bureau on information said to have been given her by a girl under the age of 16. s. Card of Thanks. Chief Jenkins Able to Sit Up. The condition of Chief of Police Jenkins who is suffering from smallpox at his home, 541 Marguerite avenue, was re ported yesterday to be entirely satis factory. The chief was able to sit up for a portion of the day yesterday Attending physicians anticipate no complications. Apartment Robbed op $45. Mrs. Vivian Grammer, who has an apart ment at 529 Johnson street, reported to Detective Morak yesterday that her apartment had been entered Thursday night by burglars who took 4o. The entire apartment was ran sacked. The burglars overlooked some valuable jewelry. Railwat Foreman Injured. Bell Franklin, foreman on an outfit train for the Spokane, Portland & Seattle railway, sustained an injured back yesterday morning when the end of a broken cable struck him, while at work in the Spokane, Portland & Se attle yards. He was taken to St. incent s hospital for treatment. Sleeping Sickness Reported. Two newly developed cases of sleeping sicKness were reported to the city beaitn bureau yesterday. Dr. J. O. Wiley is treating Miss N. Trakell, 135 Kast Lincoln street and Dr. Samuel Slocum is treating C. R. Miller Good Samaritan hospital for the disease. For Rent. Morrison at Fourth President of Southern Facific Is Against Cummins Bill and Guar antees of Incomes to Roads. William Sproule, president of the Southern Pacific company, who yes terday noon addressed business men of the city at a luncheon in the main doning room of the Chamber of Com merce, took a firm stand against proposed legislation of a restrictive nature, such as the Cummins bill now before congress and enactments tend- ng to guarantee incomes to railroads. He declared himself unqualifiedly in favor of open, competitive operation of all lines on the fundamental basis of initiative and ability. Mr. Sproule made no announcements as to future plans of the company. confining his remarks to his ideas of how the roads of the country, going back into private control March 1, may best be handled. He was in favor of a "hands oft" policy for the government, opposed much pending egislation. and expressed the belief that the best way is for the com panies themselves to return to the old, sound basis of business initia tive and competition. Mr. Sproule expressed great pleas ure at being in Portland and the northwest again. He has been in specting lines of the' company and today will go over the Coos Bay road returning here and leaving for Cali fornia probably Sunday or Monday. $25 bail each and failed to appear for trial yesterday. When Judge Rossman told MJelke that his fine would be $20 the latter, who had up $25 bail, addressed the Judge. "That means that I still have $5?" he asked. The judge told him it did. "By gosh Judge, you're all right, Was the reply. Mielke s sentence of six months and fine of $500 at the hands of Judge Rossman on November 21 was Im posed after his machine had struck nad killed 7-year-old Viola Cum mings. Judge Rossman at the same time also held him to answer to the grand Jury on a charge of manslaughter. After being indicted by the grand jury Mielke was acquitted of the manslaughter charge. Later he ap pealed the case of reckless driving In the circuit court and won that case also. Governor Olcott today issued requisi tion papers on the governor of Michi gan for the return to this state of William Karpala. alias Fred Williams, who is wanted at Oregon City on a charge or forgery. Joe Mielke, who was in the public eye a couple of weeks ago because of an appeal from a sentence in the municipal court of six months in jail and a $500 fine for reckless driv ing, was fined $20 in the municipal court yesterday on a charge of dis orderly conduct.
