Need of Additional Revenue In Order to Carry On Adminis tration Is Emphasized. Communications addressed to the heads of all civic organizations in Portland, requesting that committees be appointed to look over city rec ords to ascertain the financial dif ficulties under which the city of Portland is operating, were mailed yesterday by Hal M. White, director of the campaign to increase the city tax levy from 9 to 11 mills. It is the hope of city officials that all voters will avail themselves of the opportunity to look over the city books, which show plainly, they maintain, that the city must receive additional revenue if adequate city service is to be given. Figures compiled by Chief Deputy City Auditor Grutz show that the city had $326,000 more money with which to carry on municipal affairs during the year 1913 than it has had for this year. This increase was had when day laborers received only $2.25 and $2.50 a day, when they now are re ceiving $4.50 and $4.75 a day, and with wages of other employes pro portionately high and cost of sup plies and material vastly increased. "It is a matter of clear business," said City Commissioner Pier yester day in connection with- the proposed 2-mill tax levy measure. "The city has not as much revenue as was re ceived in former years. "If any plan had presented itself by which members of the city council could have met this financial strin gency no special election would have been called." WOMAN AND $1500 GONE Portland Police Seek Catherine Hammer, Alleged Adventuress. Mrs. Katherine Hammer, adven turess, known to the local police as a vagrant, is now listed on more serious charges at Second and Oak, but the probability that she has made good her long-neglected promise to leave the city seems to preclude the possibility that the warrant issued yesterday for her arrest will be served in Portland. Detectives Tackaberry and Howell have been looking for her since Saturday night. According to police records, the Hammer woman was to have sold some real estate to Andrew Linden and a meeting at her room, room 238 Venable hotel, was arranged. During the transaction a quarrel nsued, and the Hammer woman and Linden parted company, with Mrs. Hammer in possession of Linden's savings of $1500. The woman was connected with a gang of automobile bandits, which was broken up last summer, when John Lutti was shot and killed by Patrolman Finn, and two others. Miller and Berg, and the woman were arrested. She was jailed on July 1 on a vagrancy charge and eentenced to 60 days in jail, but- was released on July 12 on her promise to leave the city. CEMENT HEARING CALLED President and Sales Manager of Portland Company Defendants. R. P. Butchart, president, and Clark M. Moore, sales manager of the Ore gon Portland Cement company, will be tried in the federal court tomor row on charges of being members of a combination in restraint of trade. In 1916 groups of cement companies known as the northern California ce ment companies, southern California cement companies and the Washing ton cement companies were indicted, together with the Oregon Portland Cement company, and all entered pleas of guilty and paid fines of $2500 each, with the exception of the Ore gon concern, which elected to fight the indictment. The government alleges that in 1914 the companies, not including the Ore gon concern, made an arrangement by which prices were fixed and ter ritory divided. For three years there has been de lay in bringing the case to trial. Last year Mr. Butchart.v who is a resident of Canada, and Mr. Moore, who is a resident of Denver, were busy with war production matters. Bte for Classified Advertisements In The Oregonian.
