CHARGES ARE NUMEROUS .Manipulation of Markets and Dis crimination Against Independ ents Among Allegations. WASHINGTON. July 28. Ability of the "big five" packers. Swift, Armour, Morris, Cudahy and Wilson, to deter mine from day to day the general level of livestock prices was declared Incon trovertible in the third section of the federal trade commission's report on the inquiry made public tonight. Informaion obtained in the commis sion's investigation was cited to show that the "big five" have an interest in 28 of the 50 principal market yards of the country and a total voting stock in 22 others. It was said they buy most of the livestock sold at these yard s. "Tfiey discriminate against and put at great disadvantage independent buyers, who are their competitors," the report said. "They manipulate on oc casions the livestock market in such a way as to cause extreme and unwar ranted fluctuations in the daily prices paid for livestock. They have elimi nated many competitors and prevented new ones from coming in. They have restricted the meat supply of the na tion by manipulating the daily live stock prices and thus discouraging the producers of livestock. "Of the meat trade in the hands of Interstate slaughterers in the United States, the five big packing companies have more than 73 per cent of the total. They have the prices of dressed meat and packing house products so well in hand that, within certain limi tations, meat prices are made to respond to their wishes." CHICAGO, July 28. Louis F. Swift, president of Swift & Co., said: "The federal trade commission is is suing its report piecemeal, apparently with the idea of keeping up a con tinuous agitation against the packing industry. This latest broadside, accord ing to such reports as I have seen, re peats the same old charges, contains the same misrepresentations and does our industry the same injustice as in previous reports. "In the ownership of the stockyards we are proud of the fact that we have improved marketing methods and there by encouraged greater livestock pro duction. As every impartial student of the problem knows, ownership of yards gives a packer no control of prices or trading methods. "The whole contention of the commis sion that we control and manipulate prices is simply not based on facts. Our fluctuating profits average only a frac tion of a cent per pound of meat and often becoming losses for weeks at a time, alone refute this" contention. "We have proved conclusivelv in con gressional hearings at Washington that the trade commission can support its conclusions only by stooping- to distor tion of fact and suppression of vital evidence. It is a shame that we should have to submit to this sort of indignity from a department of the government." PiOMEER DF OREGON DIES MRS. FRANK VOGT PASSES AWAY AT THE DALLES. Four Children and Ten Grandchil dren Survive Early Resident of Columbia River Basin. THE TA"LL.ES, Or., July 28. Sp clal.) Mrs. Frank Vogt, one of the most respected pioneers of The Ealles, died in this cty last evening at the advanced age of 76 years. Airs. Vogt became ill last week and underwent an operation from which she was un able to recover. Before her marriapre to Frank Vojjt at Arsnburg, Germany, on May 11, 1S6 she was Miss KUzabeth Henrietta Kock, and was born in the city of Arnsburg on February 11, 1S43. T-en years after her marriage, in September, 1877, Mr. and Mrs. Vosrt came to The Dalles by way of a steamer from JSan Francisco and had since resided in this city. Six years ago Mr. and Mrs. Vogt re turned to Europe, where they spent a number of months touring the continent and visit in er their old home in Ger many. They had planned to again make the trip next year. Besides her widower, Mrs. Vogt is purvived by four children Mrs. J. C. Thrall and William Vogt of this city, J. G. Vost of Hood River and Elizabeth Vogt of '-ne Dalles and ten grand children. The funeral services will be con ducted from the Catholic church "Wednesday morninp. The death of Mrs. Voet marks the passing of another of the early pioneers of The Dalles around whom a great deal of the life of the neighborhood has centered. FAMOUS WRITER AT BEND Stewart Edward White Is Guest of Commercial Club. BEXI, Or., July 2S. (Special.) In response to the invitation of the Bend commercial club several weeks ago, Stewart Edward White, famous writer of outdoor stories, arrived in Bend last nigrht by automobile, ac companied by Mrs. White. Mr. White today inspected the Bend White Pine mills and tomorrow Air. and Mrs. White will be taken to East and Paulina lakes by Forest Supervisor X. G. Jacob son. They will make Bend their head quarters while taking- a series of side trips to the chief points of interest in central Orepon. 1647 OFFICERS ARE NEEDED Army Vacancies, However, Sought by 1 5,6 1 5 Emergency Men. SAX FRAXCISCO. July 2S. Vacancies for 1647 men exist in the commissioned strength of the regular army, accord ing to a report from the war depart ment received at department headquar ters here today. Offsetting: these vacancies are appli cations from 15,615 emergency officers who are seeking: regular army commis sions. One vacancy exists in the gen eral grade. In the medical corps 610 commissions are vacant. Infantry ranks next with 365 vacancies. Army Medico Resumes Practice. MARSH FIELD, Or.. July 28. (Spe cial. ) Dr. G. Earl Low has returned to Coquille after being absent nearly two years, ten months of which he served with the medical units behind the St. Mihiel and Argonne fight. Xr. Low returned a major and since be coming1 a resident of the county seat was appointed county health officer.
