APPEAL ARGUMENTS HEARD Discharge to Satisfy Demands of Striking Men Employes Held to Be Wholly Unjust. WASHIXGTOX, March 13. Argu ments in the aDDCal from the recom mendation of the national war labor board that women conductors at Cleve land, O., be discharged to satisfy de mands of striking- male employes were heard today by the board. The case was taken under advisement and a de cision is expected within two weeks. Dr. Anna Howard Shaw, honorary president of the National American Woman's association; Frank P. Walsh, former joint chairman of the board, and Miss Mary Van Kleeck, director of the women-in-industry service of the labor department, were among those appearing in behalf of the dis charged women workers, while James H. Vahey, attorney for the International Amalgamated Association of Street and Electric Railway Employes, op posed the appeal. Dr. Shaw declared that during the war women in all parts of the country had responded nobly to the nation's call for workers, but that now that the acute need for workers had passed there was a tendency to "get rid" of them. "Men employes demand it," said Dr. Shaw, "and because they are organized they have power to enforce their de mands. The worst of it is that many of the men so employed were never in military service, but left to enter 'safe' employment." Dr. Shaw insisted that the basic right of women to do any kind of work they were capable of performing should be established. Mr. Walsh, who appeared as counsel for the women employes, eaid the board should declare that women were legally entitled to the came rights in industry as men. Mr. "Vahey argued that the board was not legally empowered to order the re-employment of the women conduc tors, since its jurisdiction extended only to cases where labor disputes be tween employes and employers threat ened to result in a strike. He sai'I the women knew when they were em ployed that they would be retained only for the period of the war. OREGON Y. W. C. A. ELECTS Slabyl Weller of Eugene, Heads Uni versity Association. UNIVERSITY OF OREGON. Eugene, March 13. (Special.) Mabyl Weller. of Eugene, a junior in the university, was chosen president of the Y. W. C. A. for the coming year at elections held yes terday. She has been a member of the Y. W. cabinet during the past year, was president of Tre Nu, an organiza tion of girls who are earning their way through college, and is treasurer of Eutaxian Literary society. Other officers elected were Jeannette Moss, of tirants Pass, vice-president; Leta Kiddle, of Island City, secretary, and Mary More of Eugene, treasurer. - The newly-elected officers were an nounced at the annual Y. W. banquet held at the Osborn hotel last night. GALLOWAY TO QUIT SOON Civil Service Commissioner Expects to Explain Resignation. WASHINGTON, March 13. Charles M. Galloway, member of the civil ser vice commission, whore resignation has been called for by President Wilson, announced today that he would resign within a few days. "At the proper time," he added, "I Bhall probably make a statement of the real reason for the request for my res ignation." .The appointment of a successor to Mr. Galloway has been withheld pend ing receipt of his resignation. Support and co-operation of the organization were pledged to a campaign of edu cation and publicity to further the project and secure endorsement of the voters of the state at the special ref erendum election in June. Local reconstruction problems, good roads, community co-operation, encour agement of the purchase and use of Oregon products were among the sub jects discussed. The speakers were Charles Hall, president of the State Chamber of Commerce; Mayor H. C. Kern. Peter Loggie, vice-president of the port commission; Rev. Lloyd Mor gan, Fred Hollister, Mrs. A. L. OREGON BOYS' STAY BRIEF r OVERSEAS VETERAN'S OX WAV TO CAMP LEWIS. Majority of Contingent Welcomed at Union Station Yesterday Mem bers of 41st Division. A score or more Oregon boys were among the overseas veterans who tar ried briefly at Union station yesterday afternoon while en route from New port News to Camp Lewis, where they will be mustered out. There were 78 members - of the 147th and 156th casualty companies and men detached from various units, including the 147th machine gun battalion. A majority of the men saw service with the 41st divi sion. Oregon men on the troop train, which arrived at 3:50 and departed at 4 o'clock, were as follows, with no home addresses given: Bert Berntzen, J. O. Bonneau, Ira Cox, Earl A. Graham, Sterling Green, John A. Hall, Thomas O. Hartsoch, Robert G. Hill, J. A. Johns, John R. Linn, Carl Lindquist, Arthur J. Michel, Ben H. Powell, Joel E. Reese Charles C. Richards, John D. Rouse, L. R. Royner, Bruse Rumininski, Har old E. Soden and Walter L. Wagoner. Though practically all of the men of the two casualty companies have been wounded or passe-, there was little to show such experiences in their vigor ous carriage and general air of perfect good health. Captain A. W. McClave of Chicago, medical officer accompany ing the detachment, said that every man of the lot was in splendid physical shape. Lieutenant J. C. Irwin of Massa chusetts was in charge of the troops. The boys were met by girls of the Red Cross canteen, who distributed fruits, cigarettes, candy and postcards at the direction of Mrs. Ferdinand E.
