RULE OF REDS DENOUNCED Plan for Conference Recently An nounced Held Disappointment to All Slav Patriots. BY A. J. SACK. Director or the Russian Information Bureau in the United States. WASHINGTON, Feb. 2. (Special.) The supreme council of the peace con ference has announced its Russian pol icy. Vc all look -with great expecta tion to the -work of the, peace confer ence, and therefore it is painful to state that the Russian policy. Just an nounced by the allies, is a great disap pointment to all Russian patriots and democrats. The fundamental fault in the allies' decision regarding Russia is that they i have evidently undertaken to decide the fate of Russia without consulting the Russians themselves. There is in existence the so-called "Soviet RusBia," and Russia proper. The Bolshevist Soviets control a part of Central Rus sia, with about 40,000.000 population, while the anti-Bolshevist governments control the rest of Russia, with about 120.000.000 population, not counting Finland. Russia as a whole has rejected the Bolshevist rule through the Constitu ent Assembly elected on the basis of universal, direct, equal and secret suf frage. The Bolsheviki dispersed the Constituent Assembly with bayonets, and even in that part of Russia where they still rule, they rule through mass terror. Not only the liberals, but also all the Socialist factions in Russia are sgainst them. Not only the bourgeoisie, but the peasants and the worklngmen as well, are constantly rising against Bolshevist rule. The Bolsheviki rule the starving population through the Red Guards and the Red Army, bodies of well-paid and well-fed men. Czar's Regime Less Harsh. The Czar's regime, dreadful as it was, may be favorably compared with Bolshevist tyranny. Under the Czar's regime there was a liberal, and. from time to time, even a Socialist press in existence. Fundamental human rights. the lives of women and children, were to a certain extent respected. Under Bolshevist rule all civil liberties have been destroyed. Only Bolshevist pub lications are allowed to exist, and all the oDDonents of Bolshevism, Socialists as well as liberals, are being thrown into prisons and executed. While Mie Bolshevist commissaries and the Bol shevist Red Guards are enjoying every comfort possible, the rest of the people are dying by thousands daily, especially women and children. This is Bolshevist Russia; euch are the Bolshevist rulers, a band of enm inals who have destroyed a beautiful country and by betraying her to the enemy recently endangered the cause of democracy throughout the world. This band is slightly flavored by a few dreamers who are so absorbed in their phantasies that they are unable to see what is going on around them. These dreamers are busy writing "constitu tions" and "edicts" for the Soviet gov ernment, and under the camouflage of this pseudo-idealism is being commit ted the greatest and bloodiest crime in the history of humanity. Against the "Soviet Russia," which is but a band of criminals, controlling a part of Russia's territory by "hold up" means, stands real Russia, a united front of all the Liberal and Socialist forces in Russia, waging war against the Bolsheviki as enemies of Russian democracy and democracy throughout the world. Whom did the allies con sult before making their recent decis- ,., ton with regard to the Russian policy? Real Russia Not Consulted. They have certainly not consulted the real Russia, the .anti-Bolshevist Russia. Prince G. K. Lvov, the Prime Minister of the first Russian Revolu tionary Government, who is the spokes man in Paris for the united anti-Bol- ".' sheviki factions, repudiated the allies' ' . proposal for a meeting of representa tives of all the Russian factions, in- ' " eluding the Bolsheviki, on Princes 1s ' lands, as an insulting one. Basil Mak lakov, Russian Ambassador in Paris, and Serge Sasonoff, representative of the Omsk and Tekaterinodar govern ments, have endorsed Prince Lvov's ' statement. The anti-Bolshevist factions repu- ; - diate the allied proposal for three '"' reasons: first, they do not want to meet the Bolsheviki at the table, consider ing them traitors to Russia and hu manity, murderers of their own broth ers, criminals who are able to under utand only one language, the language of physical force; second, they do not understand how the allies find it pos ible to place them, the people of Rus- " - sia, who have sacrificed millions of their best youth for the allied cause, on ' ' an equal footing with the Bolsheviki, "who have betrayed Russia and the al lied cause, ill treated the allied diplo matic representatives and citizens, and instituted such a terror that President Wilson considered it a duty in Septem ber, 1918, to ask all the civilized na tions throughout the world to join in protest against the horrors of the Bol- shevist regime; third, the anti-Bolshe- ," vist factions representing the Russian people consider it incompatible with " the dignity of Russia to meet the allied ... representatives somewhere on Princes ' Inlands. Russia is entitled to full rep- . resentation m Paris. Allied Decision Deplored. - At this time Russia is passing through a period of utmost disorgan- - ization unavoidable during great revo lutions. Kvery country that has passed from tyranny to free democratic devel upment knows in her past conditions U. wimilar to the present 'Russian situa lion. Russia is not dead and not going lo die, and the future will see her - - .igain great, free ajid happy. Therefore, it is most deplorable that Russia's friends should undertake an "important decision with regard to Rus . nla, without consulting the leaders of the Russian people. The Russian pol . ' icy came to the allies evidently as an "inspiration;" they did not take into i" f c onsideration the grim realities of Russia's life. It is still more deplor- . . able that they should undertake , course which 'every Russian citizen feels incompatible with the dignity of 1 lus country. The recent allied decision - appears to us a great mistake. High School Alumni Wins. KELSO, Wash., Feb. 2. (Special.)
