Rioting occurred in Berlin during last night after the tpartacans had attempted to destroy the ballot boxes used In Sunday's elec tion, according to an Exchange Tele graph dispatch from Copenhagen. The Spartaeans were repulsed every where. Fighting took place in Wilhelm strasse and Hedemannstrasse and at the Hallesche Tor. The Spartacans also made an attempt to storm the office of the Vorwaerts. "The course of the elections through out the iJerman state." says a German government wireless dispatch received brc tonight, "has clearly proved that the development of a republican form of government interests the whole Ger man nation. Participation in the elec tions was strong everywhere and in the I sharpest contradiction to the indiffer ence which vast classes, especially the Xiourgeoise, have shown on the occa sion of former election. Especially re markable was the strong percentage of - women among the masses of voters and the perseverance of fcoth male and fe male voters to vote, despite adverse weather. "Only from the Rhineland, the mining district of Hamborn, Casscl and a few small places have there been disturb ances due to the violence of Spartacan bands. "The party administration of the In dependent Socialists has now appealed to the workers to suspend their protest strike and return to work." TAUIS, Jan. 20. Returns of the elec tion for the German National Assembly for the Third Electoral District of Ba den show the majority Socialists to have won five seats, the Centrist party five scats, the German Nationalist party one seat and the German Democratic party three seats. Socialists Lead Strongly. In the Karlsruhe district the ma jority Socialists cast 34,S8f votes, the Centrists 14,570, the Nationalists 883 and the German Democrats 24,80?. For the purposes of yesterday's election Germany was divided into 38 districts, which theoretically would elect 433 representatives to the Na tional Assembly. The total number of electors is given in round numbers . as 18,000.000 men and 21,000,000 women. The first results are too incomplete 1o permit of any opinion as to the significance of the election, but the old National Liberal party virtually has disappeared in Baden and Wurt ternburg. Centrist Strong in Freibnrg. In Freiburg. Baden, the Majority Socialists got 1697 votes. Centrists 25,- 773, German Nationalists Democrats 9920. In ,Mannheim : Centrists, 18,763: Ger man Nationalists,-6007; German Demo crats, 26,56-. In Lorrach, Baden: Centrists, 3S52; German Nationalists, 1444; German Democrats. 572; majority Socialists, 10.944. At Waldshut the result was: Majority Socialists, 3534: Centrists, 9972; German Nationalists, 147; German Democrats, 2292. At Sackingan: Majority Socialists, 2800; Centrists. 5918; German Nation alists, 49; German Democrats, 1091. The results in Wurttemburg were Majority Socialists. 470,316 votes and seven seats: German Democrats, 332,010 votes and four seats; Centrists, 303,050 votes and four seats. In Mecklenburg and Lubcck the So cialists secured three seats, the Demo crats and tho Nationalists one. At Frankfort-on-the-Main the' In dependent Socialists, so far as counted polled 7 1,000 votes: Democrats,' 38,000; Centrists, 19,000: People's party, 14 000; Majority Socialists, 74,000; Na tionalists, 3000. At Danzig, the People's party polled 11,700; Centrists, 13,300: Democrats 21.500; Independent Socialists, 6800. These returns are incomplete. At Madgcburg the Nationalists polled 9919; Peoples party, 7205; Centrists, 2514: Democrats 4224. The majority parties polled 103,483; minorities 10, 637. BERNK, Switzerland. Jan. 20. Social ists in Hungary, according to the Hun garian Press Bureau, have entered a Cabinet headed by former Minister of ustice Berrinky to collaborate with the non-Socialist parties. BERLIN, Jan. 19, 11:30 P. M. (By the Associated Press.) Twenty-four of the 831 election districts in Greater Berlin give the following totals: German Democratic party, 7375; Ma jority Socialists, 8195; Independent So cialists, 3005; German National party, 4ub; German Peoples party, 2990 Christian (Centrist) party. 2254. Berlin Plastered With Posters. The streets of Berlin today were vir tually buried under a deluge of elec tion dodgers, while fronts of houses and available windows were plastered with huge posters hung up by campaign workers during the morning, frequent ly without the knowledge of house or 6tore proprietors. The spectacle was one wholly new to Berlin, where the billboard priv ileges are strictly confined to the fa miliar columns on the street corners while the distribution of handbills i ordinarily severely restricted by police regulations. Today, however, the house and shop fronts on Lnter den Linden from th Pariserplatz to the opera house were one continuous billboard appeal. Th Majority Socialists alone are reported to have distributed 30,000,000 dodgers in addition to wall papering the city with myriads of posters. The municipal government of Greate Berlin has protested to the Ebert Cabinet against the proposal to con vene the National Assembly elsewhere than in Berlin. According to the Tageblatt, the Cabi net has not decided on the" place the assembly will meet. Opposition to Berlin as the seat of the assembly is tsaid to emanate chiefly from South German sources. COBLENZ, Jan. 19. (By the Asso - ciated Press.) The extreme radicals ere believed to have found little support today among the German voters in the American zone of occupation. Karly reports indicated tha-t delegates elected were from the more conservative groups. American Troopa on tne Alert. The American troops were on the alert throughout the area of occupation, prepared to suppress any disorder, but none was reported.. The only unusual feature was participation of the women. The American Red Cross will begin immediately the work of providing relief for Russian pris oners in Germany, who are said to number 1,500,000. Large sums of money have been contributed for this pur pose by Russian societies and individ uals in France and Scandinavian coun tries. I Captain Webster, of the American Red X"ross. is in London supervising the reading of the steamer Nero with shoes, blankets and clothing. The ves sel will start for Copenhagen in. a few days. Negotiations have been com pleted with Herbert C. Hoover, director-general of relief, whowlil supply food up tothe limit of the money sub scribed for the relief of Russian pris oners through Rotterdam and Copen hagen. This relief work possibly is the re sult of a clause in the new armistice conditions and will be under the. gen eral supervision of Brigadier-General Harries, of the American Army, who la in Berlin in connection with the re patriation of American prisoners. The Russian military prisoners in Germany total 1,200,000, while the civil ians number 300,000. Sanitary condi tions among the Russians are said to be very bad. The Red Cross is sending hospital and disinfecting units and kitchens and canteens with the first relief ship. It is reported that more than 100,000 Rus sian prisoners are in hospitals. NEW TORK, Jan. 20. J. Willard RoblnBon, formerly a stenographer in the office of Jeremiah A. O'Leary, is accused of carrying messages between O'Leary and German agents in Holland j in 1917. in an indictment for treason returned here today by the Federal grand jury. Robinson, the indictment states, went to Rotterdam on an American tank steamship in April. 1917, and delivered to Frank Richards, alleged to be a German agent, correspondence from O'Leary and from Madame Marie de Victorica, John T. Ryan and Herman Wessels. who, with O'Leary. were in dicted last Spring on charges of con spiracy to commit treason and espion age. In June of the same year, it ia charged, Robinson arrived here with secret correspondence. The messages, the indictment states, were in invisible ink and one from O'Leary and Ryan asked the German government what assistance it could give the fight for freedom for Ireland. The indictment contains copies of letters which Robinson is eaid to have brought from Holland and also from Spain and Denmark, and which were intercepted by the Armyintelllgence bureau. Robinson was one of six persons in dicted last year with O'Leary on the conspiracy and espionage charges. Madame de Victorica. who is said to be the Baroness Maria von Kretxchmann, a relative of the former German Em press, and Weseels, a lieutenant com mander in the German nary and also known as Carl Rodiger. are in custody, as German spies; Ryan, whose home ia In Buffalo, is believed to have fled to Mexico. Owing to the absence of Ryan, it Is eaid, the case has not yet been brought to trial. O'Leary, a prisoner in the Tombs, has been tried on .a charge of conspiracy to obstruct the nation's military preparations by means of ar ticles in the anti-British magazine Bull. Owing to his illness, the case did not goo the jury. On the eve of an earlier date set for trial of this Indictment, O'Leary made his sensational flight to the I'aciflc Coast and soon after his capture was arraigned on the charge Involving conspiracy to commit trea son. The dead body- of August Augustine. 43, was found in his houseboat near the Columbia River slough late yes terday by neighbors. Persons residing in an adjoining houseboat reported to Deputy Coroner Leo Goetsch, who in vestigated the cause of the death, that he was last seen by them Sunday after noon. The deceased was single and had no known relatives. The Coroner re ported that death resulted from natural causes, and no inquest will be held. The body is at the county morgue. Banks May Apply Earnings. WASHINGTON, Jan. 20. A bill in troduced by Senator Hitchcock, of Ne braska, was passed by the Senate to day to permit Federal reserve banks to apply their earnings to an increase of their surplus tintil it equals 100 per cent of their capital instead-of 40 per cent, the present limit.
