TITE 3r0KXIXG OHEGOXIAX, TUESDAY, JANUARY 7, 1919. STATE LABOR OPENS RANKS OF ORGANIZED LABOR PROMINENT IN SIXTEENTH ANNUAL SESSION OREGON STATE FEDERATION OF LABOR, MEETING IN PORTLAND. L Appointment of Committees Occupies First Day. RECONSTRUCTION PLANS UP Compensation Law to Be Subject of Much Discussion; Russian In' lerre-ntton Opposed. 10 I LEADERS IN e Mili C01EIM . P ' b' rV tMX ' Reconstruction and legislation were tbo two subjects that loomed promt nently hi the first day's session of the lth annual meet ins of the Oregon Stat Federation of Labor, which con Tened yesterday at Auditorium Hall. A committee on reconstruction, con latins of seven members, was among the first appointed by O. E. Hlbbs, vice president, who Is pre Id ing In the absence of President Hart-wig;, and was the only committee named aside from the usual convention organisation The laws and legislation committee was composed of IS members, and will have the task of formulating views of the representatives of labor on existing laws and needed enactment. 14 la Attendance. ' The morning session was devoted to the appointment of the regular com mittees and that on reconstruction after which adjournment was taken to 3 o'clock P. L The credential com rr.lt tee received certificates of the dele gates and made up the roll of members entitled o participate In the de lib-era tions. t'p to adjournment yesterday afternoon the nanus of mure than 140 delegate bad been certified to the rolL iiaif of the time of the sessions yes terday was devoted to election of mem bers of two committees. An hour wss occupied in debate upon a motion to make the selection of members of ad diUcmat commrttees appointive Instead of elective. This was strongly opposed by delegates who argued that it was undemocratic to empower the presiding officer to aDDOint committees. I'ls- ronton centered upon the varied def iniitoa of "democracy" by Individual delegates, and the purpose of the mo tion to secure economy In time and expedite dispatch of business was lost when the motion was tabled. The reconstruction committee, to which was referred many suggestions and proposals. Is composed of the fol lowing' delegates: B. W. fc'leeman chairman: Kichard F. Glest and C. M. Ilynerson. of Portland: William Myers, Astoria: Harry XV. Bird. Marshdeld; lacal Traglio. Salem, and Kay K Canterbury. Bend. Cosaaeaaaflaa Law t'p. Jt became apparent from early dis cussion relative to committees and resolutions snd documents introduced and referred to committee that the state compensation law will ba a sub ject of extended consideration. Amend ments to the laws governing ,the In dustrial Accident Commission are pro posed and the committee on that sub ject is expected to recommend new leg islation. One resolution referred to the com mittee demands amnesty for all po litical prisoners and violators of the explonage laws now that war is ended. This recommendation came from U. T. Hunt, of Bend, and calls attention to the sentences of 10 years for Eugene V. Debs and Kose Pastor Stokes compared with a four-year sentence In Germany for Karl IAebknecht. convicted of high treason. The Stats Federation took no action on the suggestions, nor were they discussed, but the resolu tions committee will fcave the matter before it for consideration. Another resolution by Mr. Hunt opposes inter vention of the United States in Russia, as opposed to the declaration of Presi dent Wilson May 191., and also op poses allied Intervention. A committee of five was elected to recommend the action that the Fed (ration should take in regard to the appeals from the International Work ers' Defense League in behalf of Thomas Mooney. Telegrams were received from O. 'P. Hoff. State Treasurer, who expressed regret at his inability to be present, having attended every session while he was Labor Commissioner. Presl dent Otto Hartwig. who is in Wash ington. D. C In behalf of the grant ing of permission by the Shipping Board for building of wood ships, also wired hla regrets. Mr. Hartwig s re port had been mailed to Salem, and. owing to Changs of the place of meet Ing. had not reached the Federation yesterday. - v . i . :i' r ill - 4 4 ill v - s . . - - I -HI ' ft - a I f v .
