Little attention should Te paid to lists of telephone subscribers who have declared they will dispense with the service rather than pay a higher rate, W. J. Phillips, manager of the Pacific Telephone & Telegraph Company in Oregon, told the Public Service Com missioners at the rate hearing yester day. Mr. Phillips denied that he had is sued orders to telephone company apents of the state to make a list of all subscribers who met the rate in crease announcement by etating that they would have their phone taken out rather than pay more. The four-day hearing. In which the Oregon Public Service Commission sought to learn from officials of the Pacific Telephone & Telegraph Com pany Just why increased phone rates are necessary, terminated yesterday with many obscure points yet remain ing. The Commissioners Indicated this by calling upon the company represen tatives for all sorts of data not pro duced at the inquiry. The hearing I3 not concluded. It is to be resumed upon 10 days notice One of the Commissioners suggested that "the whole question is still open." Chairman Miller carefully explained that new testimony and new exhibits may be Introduced and that in all other respects the second part of the hear ing will merely be a continuation of the investigation. Additional Evidence EnceteA. As cross-examination of Mr. Phillips was finished. Assistant City Attorney Tomlinson, representing the City of Portland in the matter as Mr. Bailey represented the State, moved that the petition for the increase in rates be denied. He declared that "not suffi cient evidence to base the rates upon" had been adduced. Chairman Miller denied the motion, with the explanation that the hearing is yet to be completed. James T. Shaw, attorney and rate expert for the telephone company, was in the witness chair during most of the day. At one juncture he was charged by Commissioner Buchtel with being insulting and making the hear ing as fruitless as possible. The flare up in proceedings was glossed over and there were outward expressions of good will as adjournment was taken. Mr. Shaw Ignorant of Bond Inane. Mr. Shaw told the cross-examiners that he knew nothing whatever of the new bond issue of $48,000,000 put out by the parent corporation, the Ameri can Telephone & Telegraph Company, Just before the Government took over lines of communication. "Wasn't the property of your com pany "put in as part of the security back of the bonds?" asked Mr. Tomlin son. "I don't know, but I don't think so," was Mr. Shaw's reply. Both Mr. Shaw and Mr. Phillips, only witnesses of the day. Wire questioned at length with regard to differentials in rates between cities and between the wall and desk phone.
