Per kins Will Oppose One Another Xor Seven Months' Term. All the candidates who filed for Commissioner will have their names on the ballot. The attembt of Dr. T. L. Perkins, candidate for the short term, to keep A. G. Rushlight off the ballot because the latter filed after 5 o'clock of the last day, failed when three Circuit Judges heard the argu-1 nients in the mandamus proceedings. Th att.mnt of Mr. Rushlight's friends to keep Dr. Perkins off the j ballot by questioning his qualification as a candidate also failed. Dr. Perkins was notified yesterday that an injunc tion had been asked to keep him off the ballot, for the reason that he lives in Clackamas County and is not a resi dent of Portland. Dr. Perkins took the stand and told Judge Stapleton that he lives In Clackamas County during the Summer months, but that he maintains his residence in Portland during the Winter and that he has always voted In Portland. Also the dentist produced his registration card as evidence that he maintains his residence at 407 Medi- j cal building. Portland. This satisfied Judge Stapleton and so Dr. Perkins and Air. Rushlight will oppose each other for the seven months' term. The action of the judges sitting en banc on the mandamus proceedings also restores Arthur Baines to the bal lot. Mr. Baines. too. had filed after 6 P. M. on the last day. The lineup on the ballot will now be the same as before Dr. Perkins at tempted his coup, and this means that the second choice will apply for th five candidates for the long term and only one choice for the short term. The Republican Club of Oregon held meeting yesterday and decided to Issue a leaflet addressed to the voters of the state. This leaflet will urge the election of the state Republican ticket from Fred V. Mulkey, candidate for the short term for United States Senator, to George T. Cochran, for superintend ent or water division o. 1. NOV. 2 PLANS UNCERTAIN IAFLCEXZA MAY CHANGE FIRE PREVEXTIOX PROGRAMME. Parade and Indoor Features Likely to Be Eliminated Unless Epi demic Bans Are Lifted. The Influenza epidemic Is making un certain the plans for Fire Prevention day set for November 2. Chief among the stirring: features being planned for the day were the parade, talks by four minute men, talks from the pulpit and in tiiKh schools and, fire prevention admonitions flashed on the movie screen. All these features are now un der the ban. Whether the closing or der will be lifted before that time is the question that now is puzzling the committees in charge. According to Fire Marshal Ed Gren felU some of these features may be postponed and others must be dispensed with entirely. Those that will be put on. ban or no ban, are the billboard advertising-, dash board signs and Inspection of premises by many business men and firemen, who will keep records of the results thus obtained. The inspection tours will be one of the biggest educational points in the campaign, it is believed. Mayor Baker and city commissioners yesterday accepted Invitations to ride in the first division of the parade if the ban is off. SEVENTEEN FAIL TO REPORT Delinquents Who Do Xot File Ques tionnaires Are Named. Seventeen registrants have been re ported as delinquents by alocal board No. 2 for failure to file their question naires. These men will be searched for first by the police and. if not found or located by friends, will be reported as potential deserters to selective service headquarters. Ho had been in the Infantry Officers' Training bohool. He left Portland September 24. Trior to enlistinp, Mr. Farley was a .salesman for th Honeyman Hard ware Company, with headquarter at The Dalles. On August 21, 1915. he married to Miss Bernice Higgins, who survive. Mrs. Farley lives at 1021 Kast Ninth street Nonth. Kelso Keeps School Closed. KELSO, Wash.. Oct. II. (Special.) Although the epidemic of influenza is somewhat checked in this community; it Is spreading over the surrounding vicinities, and upon advice of the stealth authorities the ban on schools and public gatherings will continue for another week. In Kelso and vicinity the city health officer reports SO cases of the disease. Train Hits Handcar, Laborer Killed. THE DALLES. Or, Oct. IL (Spe cial.) A Japanese laborer, one of a section crew on the North Bank Rail road, died In The Dalles Hospital this morninn;.. The section crew were on a handcar which was struck by a train, throwing: them all in different direc tions. Several others were hurt. Petition Asks Xor Diking District. KELSO. Wash.. Oct. II. (Special.) A petition waa filed at the last meeting of the County Commissioners tor the formation of a new diking district com prising 1200 acres between Coal Creek Slough and the Columbia, which is west of Diking District No. 1 and the W. J. Matchette project. It is proposed to build dikes around this land to protect it against a 28-foot stage of water. Diking Engineer G. J. Poysky has been directed to view the line. Open-Air Service at Corvallis. OREGON AGRICULTURAL COL LEGE. Corvallis, Oct. 21. (Special.) Because all indoor public gatherings are prohibited on account of the Span ish influenza situation, open air serv ices were held on the College campus Sunday under the auspices of the Army Y. M. C. A. Dr. D. V. Poling, formerly of Portland, and now "T" Secretary, was song leader. The Rev. J. E. Sny der, new pastor -of , the Presbyterian Church, preached. Chinaman Killed by Train. THE DALLES, Or., Oct. 21. (Spe cial.) A Chinese section hand was klhed this morning near Mosier when a pas senger train struck him. The body was thrown fully 100 feet, lodging among some huge boulders. The body was brought to The Dalles this after noon by Deputy Coroner Eastwood.
