THE MOUSING OREGOXIAX, MONDAY, OCTOBER 14, 1918. DRIVE FOR ROOMS TO BEGINTHISM0RNIN6 Four Thousand Men and Wom en to Canvass City. ALL URGED TO CO-OPERATE tin Success of This Enterprise Hangs , Iargely Permanency of City's War Supply Contracts. ' Four thousand patriotic men and omea of Portland who have enlisted In the army that is to safeguard the city's war contracts by finding homes for men engaged in war industries will begin work this morning and continue until every available room, apartment and dwelling is listed. The work will be under direction of the United States housing corporation's permanent place ment bureau, and is designed to give the Government data upon which to determine its action in the placing of future war contracts. Residents of Portland are asked by the Administration to co-operate in every way possible to make the survey a success. With the survey completed it is expected that every room that might house a war worker will be listed at headquarters. Persons having large dwellings with unoccupied rooms are urged to throw their places open for women or men roomers during the war emergency now confronting the city. Families with growing children, while not advised to accept roomers. are asked J.o list their rooms for in formation of the bureau. Workers will not be assigned to such homes unless it is urgently necessary. Kali Co-operation Urged "Rent a room for a worker" is the slogan adopted for the two days' can vass. The publicity camnaign, while hampered to some extent by the Influ enza quarantine, has been carried on through the medium of streetcars, mercantime establishments and the press, and householders have been shown the necessity of whole-hearted co-operation. This is counted Portland's greatest opportunity for insuring permanency of war contracts. Thousands of work men may be sent here to speed up pro duction of war essentials, and the United States must know in advance that they will be cared for. Pending erection of the 2000 cottages arranged for by the Portland Housing Corporation, thi- emergency survey must place at the disposal of the Gov ernment all quarters immediately available. There are men and families now here who may have to leave un less assured living accommodations. All Ready for Crusade. Today's canvass will be under direc tion of precinct election officials, who have formed organizations in their re spective precincts. The delivery of supplies was completed yesterday, and everything was in readiness last night, according to J. G. Johnson, secretary of the placement bureau. Two days have been assigned for the survey, but it is expected the work will not be com pleted before the middle of the week. For the repair and alteration of dwellings now idle, a committee, head ed by W.. B. Fletcher, has been- named by Mayor Baker for a survey of the cit;-, with a view to listing all such dwellings and business blocks. Own ers of vacant properties will be urged to have the buildings put in repair so they may be used by men working in the shipyards. Otherwise the buildings may be condemned as unsafe and razed. This committee will work independent ly of the emergency survey committee. ' Information 1st Complete. Information required under the form used in the general rooming report is varied and complete, and for the as sistance of householders and to hasten the canvass is indicated herewith: Name of landlord, phone, precinct, street and number, floor, rooming house, private family, rent immediate ly, postpone, race, creed, suitable for light housekeeping, cost of room with board per week, male female, room without board, cost of room with breakfast, room with breakfast and supper? where is there a place to ob tain meals nearby, furnished, size suit able for clerk, mechanic, laborer; ac commodations, hot and cold water, bath, gas, electricity, heated how, by whom, landlord or tenant, number of rooms to let, single rooms, double rooms, individual beds, number in fam Hy, adults, male, female, children, toilet location, shared by how many, privacy, parlor privileges, laundry privileges. The Pacific County Council of Defense have adopted a resolution that all able-bodied men engaged in non-essential industries must discon tinue such employment at once and enter work essential to the war ac tivities, and that if such action is not voluntarily taken the proper authori ties will take steps to enforce the reso lution. The enemy almost everywhere Is re treating" toward new positions. But his retreat is orderly and the British, French and Americans are beins; coin pelled to fight their way forward slow ly in the face of enemy machine gun detachments acting as rear guards. Highly Important strategic: positions have been captured by the British and French, while the Americans have fur ther advanced their line on both sides of the ileuse, obtaining; their dbjectlve. The British advance has brought them to the aates of IouaL which long has prevented them from closing; in upon the grest bend In the line which has Lille as Its center and which has been considered by the military ex perts as the keystone to the German defense system through Northern Bel gium. ' To the south the French hre blotted out both La Fere and LaoTi and the greater portion of the St. Oobain massif standing In the elbow where the line runs esstward toward the Swiss frontier. Here also the Germans for weeks had stood fighting desper ately, realising that a successful ad vance by their foes would shattereall their military plans in the south and probably compel a swifter retirement than now is being carried out and pos slbly msde untensble the entire Meuse line. By the successes of the British and the French, the German line from Rhelms to the Belgian frontier Is mads decidedly more unstable, and with .the new advances of the French ansf the Americans in Champagne and along both sides of the Meuse northward. seemingly the enemy, for few days at least, will have to hasten his steps eastward and northward to prevent the great converging maneuver from cap turing large numbers of prisoners, especially in the pocket from the re gion northwest of Rheims to La Fere. Along the Alsne In Champagne the French have crossed the river at vari ous places and are almost upon the important railway town of RetheL North of Vouxieres they are advancing toward Sedan. In the bend of the Aisne more than 36 localities have been liberated by the French and several thousand civilians freed from bondaare. Since the offensive began 21.&7 Ger mans have been made prisoners and 600 of their guns captured. Operations in Serbia and Albania like Progress of the War. Oerrixi t, 1218. &. B.
