Portland's peculiar condition, ema nating from the operation of the Ore gon Electric and the Southern Pacific electric trains by the Railroad Admin istration and the placing of wages on xhose two lines on a steam railroad basis. Is responsible for discontent among- employes of lnterurban lines of tie Portland Railway, Light & Power Company, according to President Grif fith, who testified yesterday afternoon In the hearing on the application of trainmen for an increase in wages, an eight-hour day and time and one-half for overtime. Examiners Raymond Swing and W. R. Kelly, of Washing ton, D. C, representing the War Labor Board, conducted the hearing and will send a review direct to Washington for decision. President Griffith explained that his company could not meet steam railroad wages, and that if revenue could not be secured to defray cost of operation, Jt would cease operation. He pointed out that the presept application for a wage increase is not taken Into con sideration by the Public Service Com mission, which was asked last Novem ber for an increase in freight and pas senger rates. This request was heard only recently, Mr. Griffith said, and a decision has not been reached. He showed that employes had been granted en increase in pay last October from cents an hour to 4S14 cents per hour, and now are asking for 79 cents, -r an increase of 128 per cent since Juno, 1917. Mr. Griffith said he did not oppose a fair living wage for his men. provided the company can get revenue with which to pay them. He strongly on- posed the comparison of electric inter urban wages with those paid by steam roads operated by the Government, but favored the ehorter day, if practicable. He did not, however, feel a penalty ebonld be attached when it was impos sible to arrange schedules so that men could etart and stop work at certain hours. He expressed doubt as to the necessity for the time and one-half for overtime, but had nothing to offer as a substitute. The application for an- increase had been filed by the company's trainmen, engineers and conductors on a basis of 73 cents per hour for conductors. 53 cents for brakeman, 73 cents for motor men and 53 i cents per hour for trol ley men. The present scale is 48 cents for conductors and motormen. The morning session of the hearing was taken up by the testimony of trainmen and their representatives, who contended they were entitled to a higher compensation, and officials of the Oregon Electric and the South ern Pacific relative to duties of men in their employ. MIDDLE-AGED TO TRAIN l.MlERJITT OP OREGOV EXTEN SION COURSE IS PLA.XED. Business or Professional Man In Draft Age "Mo Cannot Afford to Take Work at Ensene May Gain Here. Tt -will be possible for the middle-aged men in the draft to obtain the same military training at home that is being given at the Eugene training camp by Colonel John Leader. The extension course of the University of Oregon has taken up this brancli and Colonel Leader says that when the units are formed he will send instructors. By this arrangement a business or professional man who cannot afford to take a month off to go into training at Eugene, can receive this same prepara tion in Portland. The extension course is designed to give the opportunity to these men of mature age so that in the event of their being called into service they will be equipped to make a show ing for a commission. The men of middle age who are in the draft are, as a rule, family men who cannot maintain their family on the pay of a private. The training given by Colonel Leader through the extension course will as sist in solving the problem. A longer period will be required to graduate these students than In the camp at Eugene, where concentrr., and intensified training goes on for a i month. j C. M. Landsbury, of the Uni versity of Oregon faculty, is at Room 451 Courthouse, to answer inquiries re grading the Students' Army Training Corps and the Third Officers' Training Camp at Eugene. In the evening and tmndays Dr Landsbury can be reached at the Imperial. FINN UNWILLING TO FIGHT Oregon City Resident Would With draw Application for Citizenship. OREGON CITY. Or., Sept. 30. (Spe cial.) Alfred Gronlund filed applica tion today to withdraw his citizenship petition, made July 5. 1913, before the local court. Gronlund, who la a native of Finland, told Clerk Harrington very frankly that he didn't want to fipht- He stated that ho thought he had a brother in the German army, and he wouldn't want to fight against him. He is a married man with children and in filing- his questionnaire a few days ago stated that his withdrawal petition was pending. Astoria Boy Reported Killed. ASTORIA. Or.. Sept. 30. (Special.) Mr. and Mrs. Sens Nielsen, of this city, received a telegram from the War De partment today announcing that their son. Niels Christian Nielsen, was killed in action on August 29 on the western front. The young man. who was fa miliarly Know.! as "Happy." was 22 years of age, and had been in France several months.
