THE MOItXING OREGONIAN. TUESDAY, . SEPTEMBER 24, 1918. HOUS APPROVES E DRY NATION RIDER Two Houses Agree on Prohibi tion; Concession for Wine Is Voted Down. OFFICIAL CASUALTY LIST OTHER AMENDMENTS FAIL Committee Said to Have Reached fonclasion That Government Xo Longer Xeeds Revenue of Liquor Traffic. TVASHIXGTOK. Sept 2J. National prohibition, effective next July 1, for the period of the war, was approved to night by the House, which adopted, 134 to 27, the Senate prohibition rider to the 112,000,000 emergency agricultural bllL The measure now will be sent to conference for adjustment of differ ences between the two houses on ' ap propriation items. After voting In committee of the whole to accept an amendment per mitting the Importation of wine until reit May 1, the House later reversed its decision and by a vote of 121 to 69 retained the original Senate provision that importation of wine must cease v.-hen the measure becomes effective upon its signature by the President. The amendment was approved by the House agriculture committee to meet an objection by the governments of Krance. Italy, Soain and Portugal. AH efforts otherwise to amend the legislation were defeated. A proposal by Representative Kahn, of California, Republican, to extend the effective date for prohibiting the rale of wine and beer to December 31, 1919, was defeated. 112 to 52, as was one by Representative Beshlin, of Pennsylvania, Democrat, to change the date for stopping the manu facture of beer and wine from next May 1 to December 1, 1919. Mr. Kahn said sales of habit-forming drugs are increasing in prohibition tor ritory and complained that the present law does not stop the sale of medicines containing large quantities of alcohol and drugs. A plea for prohibition was made 1-y Representative Rainey, of Illinois, who declared the committee had reached the conclusion that the Government can be conducted without the revenues re ceived from the liquor traffis. The l.SOO.000 drug-users In the United States have developed to a greater ex tent in the Immediate neighborhood of fc.ilooiis. Mr. Rainey declared. Representative Meeker, of Missouri, Republican, charged the Antl-Saloon league with being financed by drug firms and with fostering the use of drugs. Lnn Held I'npatrlotle. "The Anti-Saloon League Is an ad vertisement for users of drugs." said Mr. Meeker. "The drug firms are financing the Anti-Saloon League, and those who vote in favor of this bill will do so under the lash of the Anti-Sa loon League. It is the only organiza tion that demands secret pledges from candidates before the primaries. "This organization that will take f 1.000.000 annually from drugstores, will not stop- at anything to destroy the reputations of men who do not agree with its principles. " Mr. Meeker charged that the Anti Saloon League leaders are not engaged in war work, because they are "too busy directing what should be done at the Capitol." and added that prohibi tion legislation la before Congress only because of their activity. Charge Are Reseated. Replying to Mr. Meeker, Representa tive Decker, of Missouri, Democrat, Bald many Anti-Saloon League members are war workers and that any statement to the contrary waa to be resented. He added that, with possibly three excep tions.sthe entire Missouri delegation in the House would vote for war-time pro hibition. Advancing to Mr. Meeker's desk, Mr. Decker said that "there are people who are professional anti-prohl bitionists," and added that Mr. Meeker was elected from a "brewery district" in St. Louis. Mr. Decker denied that he ever hacj been asked to elgn a secret pledge sent o u tbyhetmamamamamm pledge sent out by the Anti - Saloon League. CTT ASHING TON. Sept. 23. Army , MAtJRER, Elmsr Edison.
