SHUTDOWN DEC. 1 POSSIBLE Question Raised Concerning Charac ter of Beverages Xow Produced Here; Many Plants In the Northwest Affected. Portland manufacturers of "near beer" and other substitutes for alco holic drinks are awaiting official word from Washington before closing their plants in accordance with the Federal order issued Saturday prohibiting the manufacture of beer after December 1. Uncertain as to the scope of the order, brewing interests cling to the hope that only those plants making drinks classed as alcoholic are included. While they have been preparing to shut down next Spring, no arrangements yet have been made for closing this year. Press dispatches said the order ap plied to all "near-beers" and other sub stitutes for alcoholic drinks, while in the opinion of some the order applied only to beverages classed as alcoboli that is, with more than half of 1 per cent alcohol. Brewers Want More Light "The original rider to the agricultural bill said specifically that the order would apply only to 'alcoholic drinks made from cereals,' declared Adam ilullcr, manager of the Portland Brew ing Company. "All the drinks we manu facture contain little more than a trace of alcohol and could not be classed as alcoholic "Wo are proceeding on this theory votil we are advised officially. There Is nothing in the order that should ac fect manufacturers of substitutes in this territory, for only the non-preventable amount of alcohol gets into the drinks made here." Another question raised is whether the order means the stopping of actual brewing on December 1 or the actual disposal of all stock on hand on that date. To clear up this and other points in connection with the order. Paul Wes singer, manager of the Henry Wein hard plant, yesterday sent the follow- Jng telegram to the National Cereal Beverage Association, Chicago: Query Is Sent East. Besides these two Portland plants, which employ about CO men, the Inter state iroaucts company at Vancouver, vtasn., and other plants in the North west will be affected. The funds derived from the sale of the securities are to be devoted to com pleting the St. Johns Municipal Ter minal project, which includes the l.OftO.OOO-bushel grain elevator. J. A. McKaehern. who has a contract for the ISOO-foot pier at the terminal, has fin ished all of the main piledriving, only fender piling and the like remaining to be placed, and has begun to raise trusses for the warehouse on the pier, which will cover half its length. Later the entire pier may be covered. On the grain elevator construction Grant Smith & Co, contractors, have finished waterproofing the substruc ture to the level of the basement floor. Hard surfacing of : a road connecting with the county high way is progressing and the road will be extended on the dredged zul to the elevator. - DECK WATCH AS CHRONOMETER Government to Give Xew Ships Same Gear as Submarines and Destroyers, Deck watches, such as are In service aboard submarines and torpedoboats. where chronometers cannot be accur ately maintained, are to be installed aboard new vessels building for the Kmergency Fleet Corporation and a shipment of 10 of them has reached the Hydrographlc office for final ad justment. They are like a large watch, the works being in a silver case, each in turn being In a wooden box. the lid of which lifts the same as a chrono meter case. The watches are known as the 18 size and have "up and down" indi cators as on a chronometer. It is estimated they cost about $125 each, while even second-hand chronometers would bring in excess of $300 today. Oscar Schwa rx. nautical expert in charge of the Hydrographlc office, says 46 chronometers were regulated last month, belonging either to vessels of the old fleet in port or intended for ones under construction. FOUNDATION BAXD TO TRAVEL Crack Musical Organization Leaves Tonight for Victoria Celebration. Traffic Manager Treloar, of the Foundation Company, is chaperone for 44 bandsmen and Invited guests of the company who have gone to Vic toria to take part in launching exer cises today, that mark the floating of the last hull for the British govern ment and the laying of two keels of French ships. Two special cars have been chartered. The company recently acquired the Cameron-Genoa yard at Victoria, merging it with the Foundation plant that was established there last year, and the first undertaking of the en larged plant is the construction of 20 steam auxiliary schooners for the French. The completion of the last British hull and the starting of the initial French ship is to be made the occasion of a celebration by Victoria interests. The programme at the ship yards will be followed by a ball at night. The party leaves Victoria Tues day and is to be back in Portland Wednesday morning. Bayley Hipkins, Pacific Coast manager of the company, arranged the trip, partly to permit Victorians to hear the Foundation band, which is rated the best in any yard of the West. SHIPBUILDER IS NOW OFFICER Lieutenant Egbert First Emergency Fleet Official to Serve Here. Lieutenant E. B. Egbert, U. S. N. R P., assigned to a new steel ship on Puget Sound, aboard which he will be given a billet in the engineroom, was In the city Saturday on his way from San Francisco to the Bremerton Kavy yard, and as he was the first man sent here to direct shipwork lor the Emergency Fleet Corporation, he spent the day visiting numerous friends. At first Lieutenant Egbert was In charge of steel and wooden construc tion under Captain J. F. Blain, then In charge of work In the Northwest When the wooden division was turned over to L. J. Wentworth. he remained for a time in charge of the steel work, being relieved early in the year by Fred B. Pape, when he returned to the Seattle headquarters.
