The Standard Store of the Northwest s, Wortman & THE MORNING ' OREGOXIAN. FRIDAY, JULY 26, 1018. o a o I J o o Old King PURCHASE OF LINE TALKED Reliable Merchandise Reliable Methods tTnlted Railways Will Not Operate Old Track and Will Not Recon struct Portion Torn Up, But ' Will Sell to the City. Acquisition of the old Vnited Rail ways line to a point three miles south of the former city of Linnton by the city through the Issuance of public utility certificates may be the solu tion of the transportation problem which has confronted the residents and industries in that vicinity since the old railway ceased operation a few years ago. At a conference held yesterday, busi ness men of Linnton told members of the Council that the people living in Linnton would be willing to buy the certificates in the event that the city would institute service. Judge C. H. Carey appeared, representing- the United Railways, and told the Council that his company would not operate a line to Linnton, nor would the three miles from Oilton and Linnton be reconstructed, but that the company was willing to co-operate in any other way with the city in serving the people of Linnton with transportation. Railway Property Inventoried. The United Railways has presented an inventory to the City Council giving a valuation of $232,000 on the line as railroad property. This price does not include equipment. Edward M. Cousin, city traffic examiner, presented an in ventory of the same line, giving a val uation of $90,000 less. Mr. Cousin told the Council that it would cost the city approximately $150,000 to place the road in operation, this price including the cost of con structing the three miles of tracks which have been torn up. Cars, he said, could be bought from the transportation company in Spokane for $8800 each. These cars, he said, were of a lighter type than the cars used formerly on the line by the Unit ed Railways. To operate the line, Mr. Cousin said it would cost the city about $25 a day for power and about $40 a a day for labor, figuring on 30 trains A. A A V- Burden Placed on Vtility. Commissioner Kellaher, who proposed the issuance of public utility certifi cates bearing 4 per cent interest, said that by so doing, the city would not be placing additional financial burden upon the general taxpayers, but. in stead the certificates placed the burden on the utility itself. If the people of Linnton are willing to purchase the certificates, Mayor Baker said he would be willing to favor the issuance of the certificates. He appointed Commissioners Mann and Kellaher a committee to meet with Judge Carey of the railway company and Linnton business men in a confer ence and later to report to the Council It was virtually agreed that should the city be able to reach an agreement with the company as to price and def inite assurance was given that th Linnton people would care for the cer tificates, that the city would purchase the line and begin operation. Other Service Dlacnssed. Improved streetcar service for the shipbuilding plants came before the council for discussion, but other busi ness prevented reaching any conclu sions as to what must be done. Mr. Cousin outlined a plan broached some weeks ago instituting service on the West Side by operating trains over the Southern Pacific tracks to the ship yards in South Portland and a steam train from St. Johns for the East Side yards. The council will meet this morning to discuss this plan and confer with rep resentativesof the railroads and, ship yards in connection with the plan.
