William Gibbs McAdoo, Secretary of the Treasury of the United States and director-general of the Govern ment Railroad Administration, will arrive in Portland today, stopping over on his homeward trip from Cali fornia, where he recuperated from the severe strain of official duties, fol lowed by conferences with the chiefs in charge of railroad administrative duties under his direction. Accompanied by Mrs. McAdoo and members of his official party, Mr. Mc Adoo is traveling somewhat leisurely on his tour of the Pacific Coast and is acquiring first-hand knowledge of the transportation conditions of th dif ferent districts. Occupying a place that is unique in the history of American transporta tionT as the executive head of American railroads, his duties bring the man pe culiarly close to the interests of the whole people. Probably no other Cab inet official has had duties of such manifold character and surpassing im portance place"d upon him at one time, in controling internal affairs of the whole people, as in the combining of the financial and transportation de partments under one head. Director Hal Wide Experience. This was not the first railroad ex perience of the director-general, how ever. In 1903 he became a director and was elected president of the Hudson & Manhattan River Railroad Company, operating the Hudson River tunnel system, which completed the first tun nel under the Hudson River March 8, 1904. The first Hudson River tunnels between Hoboken, N. J., and Sixth ave nue and Nineteenth street. New York City, were opened for traffic February 25. 1908. The fourth tunnel under the Hudson was completed March 11, 1909, and all of this accomplishment was while Mr. McAdoo was at the executive head of the corporation. Mr. McAdoo was born near Marietta, Ga., October 31, 1863. He was educated at the University of Tennessee. He was married to Miss Sarah Hazelhurst Fleming, of Chattanooga. Tenn., No vember 18, 1885. His second marriage was a White House wedding. May 7, 1914, when Eleanor Randolph Wilson, daughter of President Wilson, became his bride. His activities in public se-vice may be said to have begun when he was ap pointed deputy clerk of the United States Circuit Court for the Southern District of Tennessee in May, 1882. He was admitted to the bar in 1885 and practiced at Chattanooga until 1892, when he removed to New Tork, where he practiced law until 1903. He was a delegate to the Baltimore convention of 1912 that nominated Woodrow Wil Bon for President, and became vice chairman of the- Democratic National Committee and acting chairman for the greater part of the campaign. Great Problems Met. On March 6, 1913, he was appointed Secretary of tha Treasury. The great problems of American finance that have come before Mr. McAdoo since that time are all a. part of contempor aneous history. When the proclama tion of President Wilson was issued in December, 1917, taking over juris distion of the railroads as a war meas ure, Secretary McAdoo was designated director-general, Intrusted with abso lute executive power, and under his direction the Railroad Administration has been organized and placed on a working basis. Portland) commercial organizations desire to entertain Secretary and Mrs. McAdoo during their visit to the city, but it is not known whether any invi tations will be. accepted. Persons hav ing the claim of acquaintanee and per sonal friendship anticipate the oppor tunity of showing the distinguished visitors over some of the drives, includ ing the Columbia River Highway. It is' probable that a river excursion also will ie among the events of the day, in or der that the director-general may gain an intimate knowledge of local terminal and shipping facilities. Accompanying Director-General Mc Adoo are Oscar A. Price, assistant to the director-general; Edward Cham bers, director of the division of traffic, and Carl R. Gray, director of the divi sion of operation, of the Railroad Ad ministration. Mr. Gray was a Portland visitor last week and proceeded to San Francisco to meet the other members of the party. J. C.
