' SCHOOL MANAGER IS URGED Members of Committee Recommend Establishment of One Board of Regents to Control All State Colleges. SALEil, Or.. .Tune 14. (Special.) Professor J. M Matthews, of the Uni versity of Illinois, who was largely re sponsible for a general rearrangement of tho state governmental plan in Illi nois, today sarted his duties under the Oregon Consolidation Commission to ward laying the groundwork for a new governmental plan In this state. The plan of Professor Matthews is to make a personal study of all the de partments here, in Portland and else where. This investigation will be fol lowed by the issuance of a tentative report Tho report will receive the sanction of the commission, but will not be final in its nature. It is the pur pose to embody in this tentative report a general theory of the final plan to be pursued. After the issuance of this report hearings will be held, at which all de partment heads, and others wj may offer Information, will be allowed to give criticisms, and also will be cross examined as to such other data as the commission wishes to secure. These hearings may be still further supple mented by hearings in various parts of the state where citizens and repre sentatives of organizations may offer their ideas as to the solutions of the problems confronting the commission. Central Office Suggested. "With all of the Information thus as sembled a final report will be made for submission to the Legislature. This report in turn will probably be supple mented with bills for Introduction In the legislature, in which will be In corporated the changes "urged by the commission. One suggestion which was offered to day by Professor Matthews was the possibility of a central office building in Portland for all state departments which hold forth in the metropolis. Such a suggestion was made on the ground of less expense and greater con venience to the public. Members of the commission expressed the belief that the budget system should be worked out through the ex .. ecutive offices rather than through the office of the Secretary of State. All of the members were inclined to favr that system. It also developed that members of the 'commission were practically agreed that the state should have a Lieutenant-Governor, although the proposal of the Grange to elect the President of the Senate and Speaker of the House of Representatives might interfere with that plan if It were enacted Into the organic law. Educational Department Debated. The commission virtually decided not Xo attempt any recommendations as to the Judicial department, but the edu cational department came In for con siderable discussion. Herman von Bor stel and Charles Rudeen, members from Portland, submitted a report recom mending the establishment of one board of regents for the Unrtrersity of Ore gon, Oregon Agricultural College and State Normal School, this board to In clude six members, either elective or appointive by .the Governor. .Two of these would be from Eastern Oregon, two from Western Oregon, two from Multnomah County and the Governor as e. seventh member, serving In an ex officlo capacity. The board would elect a. commissioner and secretary, in addi tion, to take care of the business man agement of the institutions. The Board of Text Book Commis sioners, it was recommended, would In clude the superintendent of public in struction. Governor, and presidents of 1he three higher educational institu' Hons The board of higher curricula would have its duties absorbed by the board of trustees mentioned. John Carkin suggested that the 7 Governor should not be an ex-oficio member of the various boards which he appoints, declaring that administrative officials sre now too murti burdened with their duties on such boards. Professor Matthews, after consider able "discussion of the report, sug gested that a business manager be 'provided to handle the business end of all the schools, including the purchase of supplies, while each school have a separate board tp handle the educa tional policies. Herman Von Borstel and Charles Ru leen also submitted a report on the de partments of labor, recommending a merging of the Board of Child Labor Inspectors, ' Industrial Welfare Com mission and Bureau of Labor. This re port asserted that further data are needed on the Industrial Accident Com mission before making an intelligent report on it, although the signers of the report said they were strongly In clined to- the belief that all of the de partments having functions connected with labor should be merged into one.
