Louts Orange Goes tin ln-cortl Against Political .Merger. A meeting o' the Multnomah County Grange, of Lents, was held Wednesday, with Master J. J. In the afternoon a talk was given by Bishop Sumner on "Efficiency Citizen ship." In a resolution adopted the Grange went on record aa not favoring any combination of political parties. Wash., was indicted by the Mult noinah County grand Jury for non support in an indictment made public yesterday. Mr. Vaughn -has been nott fled of the charge and hus expressed a willingness to return to Portland to face the accusation without extradition papers. His divorced wife, Tcna Vaughn, Is the complaining witness. She alleges her former husband has refused to pro vide for the support of their daughter, Erma, for more than a year. According to Deputy District Attor ney Dempsey, Vaughn's marital trour bles have been before that office on several occasions during the past year. He has been warned repeatedly, Demp sey said, to contribute to the support of his child. l"p until about a month ago Vaughn was a member of the city detective staff. Vatiirhii yesterday telephoned the county officials that be would return voluntarily to Portland within the next few days. SPOKANE STUDIES SYSTEM Portland' Success in Handling So- clal Evil Problem Noised Abroad. The success of Portland's system of handling the social evil question has attracted the attention of other cities. City Health Officer John B. Anderson and City Commissioner Charles A. KlminK. of Spokane, were visitors in the city yesterday making a study of the system employed here. In a conference with Mayor Baker and City Commissioner Mann in charge of the Health .Bureau, the details of Portland's system of detaining and treating women suffering from social diseases were explained. In the after noon the two visiting: officials were taken to the Detention Home for Wom en at Kelly Butte and were shown the workings of this Institution which has been a big factor in the protection of soldiers and sailors and others. With the formal notice of appeal, the city filed a bond, guaranteeing to pay whatever costs might be assessed against it in the higher court. The city is appealing from the de cision of the six Circuit Judges of Multnomah County, who, after hearing arguments en banc, decreed that the Public Service Commisbion had legal authority to Increase streetcar fares for the Portland Railway.
