Smith, chairman of the executive board of the Portland chapter. Applications should b received by Mr. Smith today and in any event not later than Monday morning. These men must be willing, Mr. Pmith points out, to servo without pay and to be able to pay their own expenses. It Is preferred that applications be received from man over draft age. If within draft age. an applicant will not bo considered 'unless he Is exempted from military duty because of "palp able physical disability which does not affect his general health" and unless ha speaks French fluently, or has spe cial technical training.
