HOOD RIVER, Or.,' March 6. (Spe cial.) When he assessed the maximum penalty of from five to ten years today against Philip Solem,-' 22-year-old slacker who pleaded guilty to the crim of placing obstructions on the O.-W. R. & N. track near Lindsay Creek last FrI day, Judge Fred W., Wilson expressed the- wish that he might have been abl to Impose a sentence that would carry Solem to the front line trenches of the firing, line. Solem, who was recently released from serving a 60-day sentence in Port land for failure to register under the selective draft act, has impressed of ficlals as having committed his crime for the purpose of getting a peniten tiary sentence and thus escaping con scription. When arraigned he made the plea of guilty without hesitation and asked the judge for a sentence as quickly as it could be given. In delivering his sentence Judge Wll son scored the young man for his act of Friday. A huge bolt was placed on the railroad at a point where the track parallels the edee of the Columbia. Of ficials have expressed the belief that the fast train would have been wrecked but for the discovery of the bolt by L. F.- Stephens, Western Lnlon lineman whose motor speeder was derailed by the obstruction. If the wreck had oc curred the train would have plunged into deep water. 'I cannot conceive," said Judge Wil son, "how one could be guilty of such an act as you, by your confession to officers and your plea here yesterday, admit. Although he offered to put up a bond to guarantee bis return to the peni tentiary to serve the rest of his term If he is rejected when volunteering for the shipyard work or should leave the Government service for any cause, O. V. Allen, defaulting former State Treasurer, who asked for a parole, was denied clemency again' Tuesday by the state parole board. The board was unanimous in its refusal. Allen was convicted of embezzling $73,000. The board paroled David Hand, the Moscow minister who has served five years on the charge of criminal assault He was given consideration by the board because of the dependency of his aged parents and Is released so that he may care for them. The Hand case was one of the most celebrated and sensa tional that developed In the north.
