' First classification work done by the exemption Boards of Multnomah County Indicate that the greatest number of registrants will go into Class IV. while Class I promises to claim the next greatest number. lien who are assigned to Class I are ubject to the draft; those who land in the other classes are either not subject to the draft or are on the deferred list. Strictly speaking, registration officials point out, only such disabled and dis qualified men as are assigned to Class V are actually given permanent exemp tions. Board No. 9 yesterday reported hav ing Dasseri unnn 31 -,..,. i tionnaires. In three instances the docu ments had to be held for needed cor rection by the registrants. Nine of the remaining 28 were assigned to Class I and 18 were put into Class IV, while one went into Class V. Approximately similar results are re ported by Board No. 7, which had classi fied 46 registrants. Of this number 12 were assigned to Class I, and 32 were listed in Class IV, while two were held for correction. four Gromu In rrtmmm Class IV includes four groups 'of registrants. The first and far the largest group is that of men who have a wife or children dependent on them for support. A second group ;braces all who are mariners, now actively en gaged in sea service. The third di vision includes those who are the "nec essary or sole manager, controlling or directing a necessary agricultural en terprise." In the fourth group are placed men who are the directing head ofsome necessary industriil enterprise. "Are the registrants always elng assigned to the class in which they Bought to place themselves V one of the board chairmen was asked. "They are not," was the emphatic reply. "We have already used our own dis cretion," said the chairman, "in ignor ing claims of men who thought they were entitled to be enroled as skilled laborers. We also , have turned down the claim of a man who thought him self the necessary head of an industrial enterprise. It looks as though f-iere will be numbers of registrants who will not be classified according to their hopes and wishes." One or two other board members who have been working on classifications reported similar experiences. Age Mistakes Reported. Several of the exemption boards have been confronted by men who claim to have discovered mistakes in their age records, which, if corrected, will put them out of the conscription limits. One of these men appeared at the headquarters of Division No. 11 yester day. He was told that an , official transcript from the birth records of his home county would be necessary to prove his contention. He explained that he was born in Arkansas, and ought an extension of time that he might write for the documentary evi dence. Advised that he must file his completed questionnaire within the time limit and get the "evidence as to the date of his birth at leisure, he went his way. Numerous registrants who say they belong to church bodies opposed to war, and for this reason seek deferred classification, have appeared. Two young men who said they be longed to the Plymouth Brethren Church and should be classed as "con scientious objectors" visited Division No 11 yesterday. They were told to get affidavits from their pastor, to ex plain the founding, history and tenets of the sect The pastor Is now in Cali fornia, but they expect to write to him for the affidavits, the men stated. In the meantime they are to file their questionnaire answers. Sixteen Returns Delayed. Just what proportion of the regis trants to whom questionnaires were mailed December 15 failed to get their answers back yesterday remains un determined until all malls of the day have had time to arrive at the head quarters. Examination of a list of 81 names, comprising the first day's mailing of one board, showed that 16 question naires had not yet been returned. It is calculated that 10 of the documents were addressed to men who have en listed for military service. Not until tomorrow will it be known how many of the remaining six transgressed the time limit. Questionnaires mailed out Monday. December IT, are due to be returned tomorrow if the recipient is to escape penalties. Few of the advisory board headquar ters will be open today. The advisers of Division No. 1, who have thus far observed Sunday hours, have given notice that -they will enjoy a complete holiday. These re quests were confined almost entirely to those made destitute through sickness, desertion or old age, which make for individual cases of poverty regardless of how prosperous times may' be. "Agencies carrying on this local re lief work are caring for about 75 per cent as many cases as last year. This difference is explained from the fact that a. less number of agencies this year are engaged in this work. Many churches, lodges and other agencies that have heretofore aided the needy this year are devoting their energies chiefly to patriotic work. However, due to the Increased cost of everything, the actual' cost of caring for the fewer number of cases asking aid is as great as . that of last year when a less number of cases were served. Consequently the bureau, which is de pendent upon public subscriptions, will require practically the same amount of money for its work this year as was contributed by Portland citizens last year." Body of Drowned Soldier Found. TACOMA, Wash., Dec. 24. The body of the soldier drowned in American Lake Sunday was recovered this even ing.
