TIIE MORNIXG OREGOXIAX TTJTJRSDAV. NOVEMBER 1, 1917. 21 BASIS IS ADOPTED Merchants' Exchange Accepts Oregon Grain Grades. WILL APPLY ON ALL TRADES Baling able Is Regarded as More Favor to Farmers Than That Adopted on Oats and Barley tf Seattle Board. At & special meetinic of the Merchants Exchange yesterday action was taken rel ative to the basis of trades in oats and barley, and rules were adopted which the members regard as more advantageous to shippers than those recently put into force by the Seattle exchange. The standards as fixed by the grain standard committee of the Chamber of Commerce will govern operations on the local board, whereas In the north the state of Washington standards will rule. By the Seattle ruling- trades In that market will be made on the basis of No. 2 (Trade, 'Washington standards. On No. 1 oats, the premium will be $1, on No. 3 the dis count will be $2. and on No. 4 there will be a discount of $4 a ton. In barley trades at Seattle the premium on No. 1 is XI, the discount on No. 3 Is SI. SO. and the dis count on No. 4 is ?3. Portland trading, on the other hand, will be straight on the Chamber of Commerce grades of standard 'A" for brewing barley and on No. I feed grade for feed barley. The oats standard la yet to be fixed by the committee. In regard to sack differentials a rule similar to that In effect at Seattle was adopted of 4 cents on bad order sacks and II cents on resacks. A differential of S3 a ton was fixed between bulk and sacked oats and barley. EASTERN" OATS ARE $45 AT EXCHANGE Northwestern Oats Are Steady nt $48.50 Bid Barley Is I nchmnged. There was no trading In local oats at the Merchants Exchange yesterday, but 100 tons of Eastern clipped 3S-pound oats were sold at $45 for November delivery. Northwestern oats, both October and November, were at S4S.50 bid. Offers for barley were un changed from the preceding day. Weather conditions In the Middle West, as wired from Chicago: "Minneapolis, Duluth partly cloudy, 30. Winnipeg cloudy, 25. Chicago clear, cold. Peoria cloudy, 36. Hutchison, Topeka, clear. 27 to 35. Kansas City, St. Joseph, St. Louis clear, 23 to 40. Omaha cloudy, 40. Nebraska City partly cloudy, cool. Davenport clear, 80. Decatur snowing, 40. Ohio mostly clear, cold, 30 to 33. Toledo light snow." Broomhall says of the wheat situation In Australia: "Weather generally favorable, but parts dry. Wheat yield Is estimated at 120.000, 000 bushels, with the exportable surplus placed at fully SO. 000,000 bushels, as horn requirements are 40,000,000. This added to the already largo stocks In the Common wealth of old wheat Is causing nervousness among merchants, as storage facilities are already taxed and the problem of shipping -far from satisfactory. Kxport prices are lower and spot being pressed for sale and It is believed that foreign consumers are tak ing advantage of the abnormal condition to obtain supplies at unreasonable prices. .Wheat now is below an international parity."
