If Bondsmen Refuse to Finish Work, ' Council Will Do It With 100,000 ; Withheld From Contractor. A report filed yesterday by Whlte house Sc. Fouilhoux, Auditorium archi tects, shows that progress of work on the building- la decidedly -unsatisfactory. Accordingly, the City Council at a special meeting this morning will take the first step In a plan for the city to take over and complete the work. The action has been recom mended by Commissioner Baker, who is determined thut tn h..ni.- v completed In time for the National Edu cation Association convention In July. The first step will be to declare the contractor, Hans Pederson, delinquent, and then to notify the bondsmen to take over the work. It Is expected they will have until Monday afternoon to agree or to refuse. If they refuse the city will forthwith take over the con tract and hurry it 'to completion. To complete the work will entail an expen diture of about $100,000. More than this amount has been withheld from the contractor and Is available in the Auditorium fund. The report of the architects shows there has been a serious delay In hard ware; 12,000 face brick are being- held up on account of failure of Mr. Peder son to-pay for them; the marble con tractor has refused to furnish required material; the Dahlstrom metal doors are being held until paid for; granite la held on a sidetrack awaiting payment in advance, and the fire insurance pol icy is about to expire and will not be renewed until the premium Is paid. By the city taking over the building, it is said, the only expenditures neces sary will be those for completing the work. The city will not assume In any n ay the unpaid bills of Mr. Pederson, the bondsmen being responsible for those bills if Mr. Pederson falls to pay them. 25 DOUBLE-EAGLES STOLEN Hindu Laborer Causes Arrest- of Compatriot After Loss of Coin. - Twenty-five $20 gold pieces stolen from Massa Sing, a Hindu laborer, by his compatriot and close friend, Bahn Sing, caused the latter to be held to the grand Jury yesterday morning on a charge of grand larceny. Ball was fixed by Municipal ,Tudge Stevenson at $1000. Several days ago, the testimony re lated, Massa Sing went to a bonding company and drew out $500. which he had on deposit. He was accompanied by the friendly and solicitous Bahn Sing, it Is said, who urged him to re pair to a room and celebrate. Both became Intoxicated, Massa Sing says, and when he awakened In the morning- his friend and his money were gone. GIFTS OF BOOKS SOUGHT CAPTAIN ANDERSON SEMIS LITER ATURE TO LOGGING CAMPS. Worklngmen Appreciate Reading; Mat ter for Evenings, Sunday, and Rainy Day Off Duty. Captain John Anderson has started another campaign to secure literature of all description to distribute among the logging camps of Oregon. Captain Anderson was formerly in charge of the Volunteers of America Mission of Portland and has done a great deal of good for the loggers. His work among the logging camps is the gathering and distributing of good, wholesome litera ture. He wishes to have the hearty co-op eration and assistance of the citizens of Portland to enable him to carry on the work In the most efficient manner. In Oregon there arc over 100 logging camps, employing approximately from 5 to ISO men each. - The men appre ciate good books after their day's work and especially when the weather Is bad, and on Sundays. In many of the camps there are women and children. Captain Ander son will ship the books to the camps In small boxes. He resides at, 143 Grand avenue North, and will appre ciate any books brought there for the men. Captain Anderson can be reached by telephone at East 1942 an If anyone wishing to contribute telephones him he will personally call for what they have. Heading matter left at Room $05 of the Young Men's Christian Asso ciation will reach him. He now has quite a number of books on hand, but needs about 000 books, magazines and church papers no matter how old they are. Captain Anderson also distributes the Bible printed in various languages. He assists the own ers of camps in any way he can in the way of suggesting how to deal with the men 'so that they will remain on the Job. Within a month Captain Anderson and four or five others will tour as many of the camps asthey can get to, and preach the gospel to the men. ATTORNEY DEMANDS FEES Contempt Order -Issued Against De- . fendant In Divorce Case. Forthwith an order for payment of $50 costs and attorney's fees, granted by Presiding Judge Gantenbeln sever al months ago. was given yesterday at the close of contempt proceedings broughc by Attorney Robert Shaw against Conrad Llstmann. Since Clara Listmann filed suit for divorce against her husband. Conrad Llstmann. the latter received $3000 from the sale of some property and it was asserted in court yesterday that the suit probably would be dropped. The contempt proceeding was brought to force compliance with the order of court, as Attorney Shaw ad vanced the filing fees and lent his client, he alleges, $15 with which to pay a hotel bill.
