18 1RVINGT0N RESISTS BUSINESS Ml Residents in Exclusive District Prepare to Prevent Pro posed Encroachment. "MO PATRONAGE" PLEDGED After Attempt to Buy Property at Reasonable Trice Fails, Steps Are Taken to Bar Stores. New Restrictions Urged. '-Agitated over the Teport that a gro cery store and butcher ehop building is being planned for erection on a prominent corner in the Irvington dis trict that has for years been reserved exclusively for residences, a large num ber of Irvington property owners met "Wednesday night to determine upon plans to fight the commercialization of their neighborhood, whlcn is one of the finest in the city. The building restrictions which for- "bid the erection of business buildings "within the TO blocks bounded by Kast Kourteenth, Kast Twenty-fourth, Fre mont and Thompson streets, are to ex pire on July 1 and it Is said the store structure is to be built after that date. To block the unwelcome move resi dents of the district will circulate pe titions pledging the signers not to patronize any store or garage estab 3ished between Kast Seventh. Kast Twenty-fourth, Fremont and Thomp son streets. The sentiment being ex pressed indicates that about 97 per cent of the property owners in the dis trict will sign the petitions on the house-to-house canvass. "Hold-I p" Method Cbarged. Originally the property owners most interested in preventing the invasion of commercial houses intended to buy the property at issue, but it is said the owner asked twice as much as it was worth. Kef using- to submit to wha they considered a "hold-up," other plans were at once formulated to block the construction of the proposed building. The petitions to be signed will not be a boycott, the Irvington homeowners cay, because they are to be aimed at no particular concern and because no buildings have as yet been constructed. They point out that they are to serve ssimply as warnings. In addition to the petition weapon, the property owners are suggesting that all of the property which is about to merge from its restrictive period be placed tinder new restrictions, and at torneys have already been engaged to look after this phase of the problem. Original Owners Interested. The Irvington Addition was placed on the market originally ty -the Hughes Investment Company, which is now con trolled by Mrs. Maria L.. Hughes and Colonel and Mrs. C. H. Martin. This company still owns seven full blocks and about SO scattered lots in the addi tion. The officers of the Hughes company. Edgar V. Smith, J. C. Costello and . other owners of large blocks of Irving ton land have expressed their willing ness to renew the present restrictions on the property. A canvass of the lrv Ington Club directors has shown that they will get behind the movement. A great portion of the entire add. tlon has been improved with residences and most of the remaining unimproved locations are being held by Portlanders who plan the erection of residences. Virtually all of the property is owned Iby persons who are desirous that the district be preserved exclusively for high -class homes. Jn proceeding with this plan It may he necessary for all of the property owners to deed their holdings tempo rarily to a trust company and then Iiave the respective holdings deeded "back again wtih the new restrictions. If this plan works successfully it will fee watched with extreme interest throughout the country, for It is said to be the first time such restrictions have been renewed. Due Prmumahly to Police Activity. Two thousand more consumers of in toxicants in, Multnomah County in April than in March ! Three thousand more consumers in March than in February! Two thousand five hundred more con sumers in February than in January! The increase of liquor shipments into Multnomah County is steady, and figures completed by Deputy County Clerk Gleason yesterday show that 8683 persons sent out of the state for liquor during April. During March 6600 affidavits were required for liquor shipments. During February 3317 con sumers were listed. In January those needing liquor affidavits were but 784. The consumption of pure alcohol, presumably for external use, did not increase last month, due, possibly, to the vigorous campaign being waged by the authorities against unscrupu lous druggists. During April there were but 8109 affidavits necessary for pure alcohol. During March the num ber was 893V. and during February 5856. There are no figures on ethyl alcohol for January. The prescription method of - getting alcohol is not a popular one. It is not known how many prescriptions were filled during January, but 72 were made out in February, S3 in March and 62 in April.
