With tha aaalatanco of many other oclally and educationally promi nent New Torkr. ah I we kin a; to brlnz auout a condition of lnduatry in which there will b no demand for un- akllled labor and no claaa of society to fill It If It ex I. ted. To thl end Allc Fernandei or other member of tha toclety hold dally con ference with ths children of 14 who haa taken out "workinn papers' and prepared to leave tna public school to become lndumrll workr. The theory upon which th organization la founded is that th plaxtic and Impressionable mind of a 14-year-old child should be annliad to soma branch of Industry that would repreent incresaea oepor tunttlr and a rhanr to think. Members of the society lecture to the children on the advisability of choos Ins; vocations that ara not merely made uo of mechanical action. To some ex tent tha children are then left freo to choo.e their work with the f-uldlnc :n fluenc of the urvey. As a matter of neceMlty they sre often forced lo take it., ne.raat noaltlon at hand, but the lectures continue and tha members of tha survey are constantly on the watch for poaltlona requiring ortKlnallty to which they can transier tno rnimren who hava come under their obaerv tlon. Mrs. Fernandrs founded the surrey on private Investigations and souftht to brine about a solution of tha problem by private means. When this proved imnractlcal she carried her Investiga lions Into th public schools and a new Idea of vocational training la rrowlns; from the original purpose of tha sur vey. In add ion to th conferences snd lectures with the children a broader baa la has been established and an effort la beln made to rive all boys and girl between 14 and 1 years of ace an actual vocational training. Tba old standard of specialisation ha been completely put aside In th araiatn that ha now evolved and the children re kept rapidly changing from one lln of work to another that adaptability may be developed. In this way. according to Mr. Kernande. child will not become caught In a rut and outgrow his usefulness In bis vouth. Th new educational work under tha guidance of Mr. Kernandes will hav no suggeation or apprenticeship, wnicu she also considers detrimental to effi cient Industrial career. Instead, she la seeking lo teach the underlying principle, of all Industry and a slight knowledge of many professions. While the survey Is In a great mess or In Ibe theoretical stage many of the foremost employers of labor In the City of New York have become associated with It a well as many leaders In other reforms. Among thoao who have con tributed to the original success of th institution beside Mr. Fernandes were Professor John Dewey. Arthur D.
