From the latter point It is possible to return over a good country road via Oarden Home. Spirit of Co-operation Keynote to City's Progress Endowed With Great Natural Advantages and Tremendous Resources, Portland Has Opportunity to Become One of Leading; Shipping and Industrial Centers of America. DUR1NO th past two or three yeara business in the Northwest has been much depressed, due very much, in our ess, to the lack of demand for lumber. During a period of depression all get critical, and fault-finding Is a common ailment W have had tlm and tha Inclination to look tha situation over and endeavor to determine what Is wrong snd what Is needed. Certainly a very proper procedure. Prosperity has returned In th Bast: In tact, our advices Indicate that prosperity Is gen eral in all parte of the country ex cept in the Pacific Northwest. Indi cations point to the fact that a turn upward In Portland was noticeable la November. No rush or big business Is preva lent, but business Is better. It is an all-Important thing to know that th bottom was reached some time ago and that we are on the upward trend. What are th most Important things to b done to make Portland a better business city? No one factor doea sa much to build a city aa an Industrial payroll of great pro portions. A payroll dollar goes fsrther snd does more good than any other kind of money In circulation. That fact be Ing so well established and ao gen erally conceded, what can we do to attract Industrie? Where would the manufacturer look for a market? Cer tainly not alone In Oregon, with a pop ulation of lass than tuO.OOO people. There la a home market, but th horn market of tne Northwest is nec essarily limited If we agree that peo ple make the market, and they do for most products. What would you decide if you were aD tajtcm muutacurcr ivuaian 10 New Features, Including Swimming Tanks and Modern Equipment, Added Benson Park Is Consid ered Valuable Asset. WHILE th year 1915 was quiet for Portland parks, due to lack of funds, much work of a sub stantial nature was accomplished and th total park area much' Increased due to the gift of Benoon Park by S. Benson, of ehepherd's Dell by (ieorge 8. fihepherd and Crown Point by Os wald Royal and the Cornell heirs. While none of these places Is imme diately accessible to any considerable portion of our citizens, they are valu able park areas, and benson Park with f tk wonderful Multnomah Kails and Its beautiful Wahkeenah Falls. It miles of mountain trails and Its magnificent river beach, will yearly become more valuable. Already a plan Is on foot to place a keeper In charge of tha park and dur ing the Winter some acres of picnic grove will be cleared out and the beach made arreexible. In addition, it Is hoped to open a camp where burros may be rented, either for the falls-to-falis trip or the longer one to I.arch Mountain. No other municipal park In th United States can duplicate the scenery In this park that can be made so easily accessible. Features Added 1o Parka. Not a great deal of construction work was possible -this year, but soma per manent featurea were added in the home parks, which brings them nearer completion. No park Is really access ible which does not have water, lights, walks and comfort stations. During the year lights and walks were estab lished at Columbia and Laurelhurst and llghta were installed at Kenllworth. During 181S Pell wood and Hollad&y will get both walks and lights and a the location of a plant In th North west and wished to get your products to the Orient, to Australia, to South America and elsewhere? Would you invest a large amount of money In a plant in Portland, or on th Columbia River, and take a chance on the additional needed steamship lines that we are sure will make Port land a. port of call at a time not far distant? We ar as certain to establish Port land aa a seaport of Importance as we are to continue as the most Important lumber manufacturing city of the world. Shipping Paramount Need, Tha paramount need of Portland Is more shipping more established lines making this a regular port of call. You PORTLAND'S AREA Land area. Including .water ' area, square miles 66.30 Water area, square miles. .. . 6 Harbor frontage, miles 25.62 may argua that shin will come when we have cargo for them. And by the same token, factories will come when we hav transportation lines to deliver factory products and other froaucis to any part of the globe. Portland people should think and talk shipping. They should do more they should invest money in ships properly managed. How many of our I73.J0O people are getting any share of the fortunes be ing made from shipping now and dur ing the past year? Office buildings and other real es tate are safe Investments, It is true, but just now a shipping investment would bring big returns much larger than real estate. And a fern such lines of steamers as make Seattle regularly, trading into Portland, would enhance the value of ail Portland real -estate and stimulate business generally. We need factories and the payrolls that go with them. And we need ship system will be begun at Mount Tabor so that by th end of 1917 all tha pres ent parks should have lights, water, walks, comfort stations and other minor improvement. Th present rev enue does not provide for major build ings or for the addition ot any new areas so aorely needed. It is impossible to discuss Portland parks without mentioning the play grounds. During th Summer months 18 playgrounds war kept open, with, instructors in charge, and practically the same attendance was noted as for 1914, although the grounds were opened later this year, due to rain, and wera closed earlier, due to reduced finances. The work of th Instructors was gen erally good and a most successful sea son was enjoyed. Swtmntlaa; Tanks Popular. The swimming-tanks ran to capacity, showing a total of about 72.000 for tha season, 10,000 more than th' year be fore. This was due in part to the kind ness of the Multnomah Club, whlcA generously turned over the old club tank at Chapman and Morrison streets to tho city. This tank is very small, but many hundreds of children spent the hot days there. It will be possibln to increase the use of the Sellwood and Peninsula tanks during 1916 by addi tions contemplated for the locker houses, but more tanks are urgently needed in other parks. One new feature was added during the year the municipal ball field. During the season 14 diamonds wera maintained and the permits ran as high as 25 to 30 a day. It Is believed that all these diamonds will bo ac cessible during 1916, and with a very small amount of work they can be put into epiendid condition. Tennis is yearly becoming more pop ular, but Its growth has been retarded duo to lack of suitable courts. Clay courts will not do In Oregon more than four months each year, so it Is planned to hard-surface several next year to prolong the season. A municipal golf course was talked of during the year, as it will continue to be until one is finally established. Seattle during the Summer became so enthusiastic, over the game that a sec ond course was established, and all that holds Portland back is the fact that nono of tha present parks are suita ble. Many Improvement Planned. Even less money is available for 1916 than for 1 9 1 r , but as many improve ments as possible will be made along the general plan. These will incluil some new feature's in nearly all th?. parks. Extensive improvements in. Mount Tabor Park especially, ara planned. This park has some wonder ful drives, with some near views of the mountains, and gives a particularly good view of Portland by night. It is expected to pave all of these drives this Winter. In addition, a first-class play ground is in the process of construc tion at the northeast comer, and on will also probably be built on the west side. Land la now being sought in the Ver non, Arleta and South Portland dis tricts, where first-class playgrounds may be maintained until such time as parks may he acquired in these neigh borhoods. There seems to Be imia doubt that 'these districts should b taken care of, and plans are now be ing formulated with these districts iu mind. Tha addition of tt. Johns also introduces another district which soon will demand representation. Kach year the river claims a largo number of victims, and an exhaustive study wa made of waterfront condi tions during Aupust and bepteinber. During these months thousands of peo ple daily swim In the river, and munic ipal control of beach Datiilng seems desirable. Modern Zoo Needed. One other extensive park improve ment will be begun during the year. and that is to establish a modern soo. For two years past an agitation has been kept up to do away with the job entirely, as the old buildings are in wretched condition and the animals have not been mated in many instances. The final conclusion reached Is that the soo Is one of the most popular park at tractions, and the great majority of visitors ask first of all for tha 100 park. Secondly, most of the animals now In captivity at Washington Park thrive better in captivity and are bet ter treated than in their native haunts. This can be proven by the fact that the birth rate among the Washington Park animals Is above that in native herds. Some new stock will be added this year. To sum up the situation at this time. It may be said that considerable prog ress was made during 1P15, which will be continued during 1918. ping to carry the products of the fac tories to the world's markets. And w need factory workers to consume more of Oregon's products of the soil. Tho market problems for the small farmer and gardener near Portland would bo solved If we had more factories. We are known East as a beautiful city strong financially, but very con servative. Are we too conservative? Does It lead us to pessimism or a lack of vision and faith in ourselves? Oreat Future In Store. Portland has every reason to b tho leading city of the Northwest. She has the location, the foundation, the money and the all-Important factor the men who will realize what must be done to make Portland the city she is entitled to he. We are on the "brink" of a period of great prosperity an opportunity for Portland. Will we agree on what is needed? Will we agree on the fcest and quickest way of getting the re quired resulta? Make a list of 25 or 60 of the leading men of Portland and see If you do not think they can ac complish anything they agree to under take. Some thought and unity of ac tion vill be necessary. The community and the railroads will establish a more friendly co-oper-atlon than, has prevailed for the past few years. Progress is made by pull ing together not by pulling in oppo site directions. Railroads should be regarded as a real part of the community, and should work as such. The entire city, in cluding the biggest business men and bankers, should support the officers and directors of the Portland Cham ber of Commerce. Nearly all of them are doing so. Support to an organiza tion like our Chamber of Commerce means more than financial support. It means that some of the ability that made the big man a success should be "loanea" to the Chamoer or lorn- rr.erce the greatest constructive force the city hss ever known. Let us all pull together lor snipping, and industries, so vital to Portlant and. the state.
