programme, which will begin with a
grand march, in which members of all
classes will participate. This will be
followed by drills, apparatus work and
marching by the different classes.
Some of the feature will be: Free
hand drill and folk dancing by pre
paratory- class; dumbbell drill and
games by the juniors; apparatus work
by the junior leaders; gymnastic dance
by the senior leaders;, steel wand drill
by the senior class; fancy figure
marching by the business boys' classes;
itatuary posing by the senior leaders.

None of the classes will suspend

before the County Commissioners ;tn
debate with George M. Hyland, who
has advocated the building of. the ap
Troach from Derby street, rather than
Union avenue, which has been selected
by the Commissioners.
"I represent Union avenue property
holders," said. Mr. Logan. "I am one
of them, and am prejudiced for .that
reason, but I am a paid attorney to ap
pear here before you on behalf of all
those property holders and the great
. majority of the residents of Portland.
'We out there who favor the Union
avenue approach have been traduced,
watched and spied upon as being fa-
- vorabie-to the Portland Railway, Light
& Power Company. I am not Tepre
..Renting that company, but in this in
stance I would not be ashamed to rep
' resent them.
Grand Jury Work Denounced.
"We welcome any fair Investigation
of the selection of Union avenue ap
proach for this "bridge, but the grand
jury, with Mr. Ketchum, in league with
Tluesner, as foreman, cannot give
fair investigation. We have nothing
to conceal, but we resent the action of
the grand jury in dragging up pur clti
sens for questioning by such a parti
san. Union avenue is certainly getting
the worst of it.'
Mr. Logan joined in the considera
tion of the bridge approach after Mr.
Hyland had appeared and asked the
Commissioners to direct Waddell
Harrington to prepare plans and spec!
fications for an approach from Derby
street, from which Information Mr. Hy
land migtit submit a proposal to con
struct the approach. The request was
made after the engineers had reported
to the Commissioners that they would
not pass judgment On the offer of Mr.
Hyland to build the Derby street ap
proach unless ne would sumbit an
itemized statement of the amount and
quality of the work he would do for
1224,464.
Delay la Requested.
This request was refused by the Com-
mlssioners, after which Mr. Hyland
asked Commissioner Holman, who, he
said, had the balance of power in the
matter, to stipulate that no further ac
tion would be taken by the Commie
sloner, or any further expense incurred,
until the Supreme Court has passed on
the legality of the bridge bond Issue.
Mr. Logan said he would advise Com
missioner Holman to bind himself in
.. no- way to anyone, but to remain alert
"only to the interests of the county and
the people he has taken an oath to

its stead that one good approach be
built rather than two poor ones, and
then later the second one can be built.
