Hyland Falls to Obtain Plans for Derby-Street Project ' From Which to Submit Pro ' . posal to Build It. CURRENCY ACT LAUDED G. HOPPER SAYS BANKERS ARE IX FAVOR OF JVEW LAW, Activities of T. A. Ketchum, foreman ot the Brand Jury, in the matter of the Oreeon accroach to the Columbia River interstate bridge are inspired by his: friendship for George F..,Heusner, Attorney John F. Logan said yesterday before the County Commissioners ;tn debate with George M. Hyland, who has advocated the building of. the ap Troach from Derby street, rather than Union avenue, which has been selected by the Commissioners. "I represent Union avenue property holders," said. Mr. Logan. "I am one of them, and am prejudiced for .that reason, but I am a paid attorney to ap pear here before you on behalf of all those property holders and the great . majority of the residents of Portland. 'We out there who favor the Union avenue approach have been traduced, watched and spied upon as being fa- - vorabie-to the Portland Railway, Light & Power Company. I am not Tepre ..Renting that company, but in this in stance I would not be ashamed to rep ' resent them. Grand Jury Work Denounced. "We welcome any fair Investigation of the selection of Union avenue ap proach for this "bridge, but the grand jury, with Mr. Ketchum, in league with Tluesner, as foreman, cannot give fair investigation. We have nothing to conceal, but we resent the action of the grand jury in dragging up pur clti sens for questioning by such a parti san. Union avenue is certainly getting the worst of it.' Mr. Logan joined in the considera tion of the bridge approach after Mr. Hyland had appeared and asked the Commissioners to direct Waddell Harrington to prepare plans and spec! fications for an approach from Derby street, from which Information Mr. Hy land migtit submit a proposal to con struct the approach. The request was made after the engineers had reported to the Commissioners that they would not pass judgment On the offer of Mr. Hyland to build the Derby street ap proach unless ne would sumbit an itemized statement of the amount and quality of the work he would do for 1224,464. Delay la Requested. This request was refused by the Com- mlssioners, after which Mr. Hyland asked Commissioner Holman, who, he said, had the balance of power in the matter, to stipulate that no further ac tion would be taken by the Commie sloner, or any further expense incurred, until the Supreme Court has passed on the legality of the bridge bond Issue. Mr. Logan said he would advise Com missioner Holman to bind himself in .. no- way to anyone, but to remain alert "only to the interests of the county and the people he has taken an oath to serve. This practically was the post tion Mr. Holman announced he assume. Mr. Hyland called attention to understanding at the time the bonds were voted that $500,000 should be used lor the Oregon approach, and an nounced that if this much money were allowed him, he would build both ap proaches. This was opposed by Com missioner Lightner. who said that Heid rieh & Cochrane, engineers, of Kansas City, had said that the single approach could not De built for that amount. Mr. Logan opposed the offer, favoring in its stead that one good approach be built rather than two poor ones, and then later the second one can be built. Waralnc la Voiced. Warning was Issued by Mr. Logan and seconded by Mr. Hyland,' against building the approach In conjunction Vice-President of " Financial Journal Thinks Country 'Will cBe Guarded From Panics by Legislation.
