The city public works department yester day completed the drafting of plans for the establishment of a public market on Yamhill street, between Third and Sixth streets. The plans as displayed at a meeting of the Council yesterday show wagon spaces arranged on the south side of Yamhill and stands on the north side, wagons, according to plans, will backed up to the curb. The nature of the stands has not been determined but they probably will be of wood so constructed that they can be taken down and folded without much diffi culty while not in use. Utility Appraisal Deferred.
