WRITER DEFENDS WORKERS '.Mobs Are Xot Murderons, He Says, in Telling of Present Trouble. Officers Easily Can Dis perse Crowds. DUBLIN. March 5. (Special.) The tiots in Dublin which filled the hos pitals with injured have again focused public attention on the Dublin force of Riant policemen. "William B. Black, the well-known journalist, for instance, dons not mince words about thera. He says they are "the worst force in Eu rope," and that the real feeling of Dub lin is mirrored In the fact that a crowd of over 40,000 attended the funeral of one of the men they fatally injured. He adds: "The Dublin Metropolitan Police are ouite the biggrest men in Europe and that In two senses. They present so marked a contrast physically to the whole civilian population around them, that a. foreigmer would never suspect that both belonged to one and the same race. It is doubtful if a second thou sand men of equal stature and adipos ity could be produced out of the 4,000, 000 Inhabitants in Ireland. "Every physical prodigy, all that is Sigantesque in the island, has been picked out and absorbed in the Dublin Metropolitan- Police. Avoirdupois being the unique desideratum, and being also ptrictly limited in supply, there is no field of choice for such trivial virtues bs tact, civility, intelligence and, shall "w say, education. Police Uncouth. He Says. Tet the prodigies of stature in any country are precisely those who do not abound, as a rule, in the qualities men tioned. In plain words, the Dublin .Metropolitan Police are about as un couth a lot of men-bears as ever were got lumbering together on this planet. Physically unlike the civilian popu lation, they also are constitutionally separated from them In a manner un known in America. Accustomed for ages to look upon themselves and be looked upon by the people as an English garrison army maintained to keep down a disaffected populace, they acquired and still main tain a strange spirit of hostility to the people in general similar to that which the police in England confine to the criminal class alone. "This antipathy is mutual. The Re corder of Dublin found it necessary to lay down the dictum in one case be fore him that the police are the serv ants of the public not their masters.' That misapprehension is at the bottom of half the baton charges upon re spectable non-strikers within the last few days. "The fact is that the Dublin police treat the respectable working classes with habitual Insolence, and, being un couth men, their Insolence is also un couth. The 'agent de police' in Paris when he wants a crowd to disperse cries "Circulez, messleursr If the D. M. policeman were to address a Dublin crowd with "Move on, gentlemen,- they would make the sign of the cross, be lieving the-end'of the world to be at hand. Dublin Mob Not Fierce. . - "Of all the nonsense written by Irish journalists, the most absurd - is that which represents' the Dublin mob as fierce and desperate. In reality, they are the most police-cowed crowd in this country, or any other I know of. A few days ago, at least 10,000 men were coming from one of Isarkin's meetings. Although quite orderly, they were charged, through some blunder, by just a. dozen and a half Constables with drawn batons. The crowd fled In all directions, and not a Constable was hurt. If 18 Constables were to charge a. Belfast crowd of 10,000, in five min utes there would be nothing left of them but the batons and the helmet ppikes to tell the tale of glory. "In the present riots, so far, nearly 600 civilians are known to have been treated in the hospitals, and probably this does not half exhaust the casualty list. On the police side, all the police fcors de combat are known, and they number about 30 all told. Though Ah Wong, a Celestial from Oakland, CaL, and 37 years old, 'was refused a license to marry Mrs. Mellia Titchen, 31, of the same city, be cause he had no witness, he returned 'today with a white man. Frank Ray, who took oath that he knew both of them. The license was issued and Judge Bach performed the ceremony. Others obtaining licenses to marry today were: J.-H. "Word, of Portland, and Ruth York, of Spokane; Floyd E. Ward, 20 years' old, and Rebekah E. Marshall, of Portland; Alfred G. El liott and Mrs. Adelaide J. Tallman, of San Fernando, CaL; Allie May, of Ca mas, and Myrtle J. Griffiths, of Port land; Robert C. McLougrhlin, of Port land, and Mrs. D. R, Bruerf of Salem; George La Fontaine and Delpha Shep hard. Edward R. Asherton and Lela M. Ray, of Portland. NORTH BEND WILL PAVE Council Provides for Hard Surfacing of Main Thoroughfare. NORTH BEND. Or., March 5. (Spe cial.) The City Council last night pro vided for hard-surface paving on Sher man avenue, the main street of the city, for a distance of eight blocks, from Washington to the ball park; and for two blocks between Washington and Stanton avenue on the east. Plans, specifications and advertising will be completed so the paving can he started the first week in June. No special surface is designated and all bidders, will be welcomed. A committe also will be formed to investigate the religious conditions in various parts of the county and make arrangements so that any community not supplied with church services can obtain them through the co-operation of the Ministerial Association. The Dalles School Bonds Sold. THE DALLES, Or., March 5. (Spe cial.) Twenty-three bids for the $100, 000 High School bonds were opened last night. The bid of Wells & Dickey Company, of Minneapolis, was accepted at a premium of J1651. with accrued interest at 6 per cent. Construction of the new building is expected to be gin in a few weeks.
