EXPERTS AT WASHINGTON Secretary lime Calls Attention to Fact Tliat Squabble Over States and Federal Jtlghts Is Re tarding1 Co-operation. WASHINGTON, Nov. 17. Conserva tion experts from all sections of the United States and a delegation from Canada arrived today to take part In she meeting's of the rifth National Con servation Congress, which will begin tomorrow. Several sectional meetings were held today at which preliminary features of tho congress were discussed. The National Association of Conserva tion Commissioners was addressed by Secretary Lane, who made a plea for greater co-operation between the state and Federal authorities. The Secretary declared that the greatest obstacle In tho preparation of an adequate conservation policy was the conflict between those who believed In centralization of Government and those who believed In states' rights. This conflict, he said, was responsible for the difficulty the Federal authori ties experienced in obtaining the co operation of state officials. Practical Testa Rale. "Now, the Government is not wedded to any particular theory, but it is wedded to practical tests that will de velop something to better the country," continued Secretary Lane. "We are in different to the agency employed. Tou represent the states, I represent what Is called the central Government. We can co-operate, and manifestly there can be no success unless we do co operate." Reforestation was declared to be the remedy for the coming timber famine In the report of a sub-committee to the forestry section. "Successful commercial planting," the report concluded, "depends upon a good future market, lands of low value upon which to plant a choice of species suited to the needs of the market and to tho conditions, local and regional, relative freedom from sources of dam age, a low initial cost of planting and a. return on the money Invested equal, at least, to a fair return of interest. "The long time nature of the Invest ment makes planting more feasible for the Federal, state and local govern ments or long-lived corporations than that of Individual or smaller com panies." Other addresses were made before the Association of Commerce by Dr. C. R. VanHlse, president of the Univer sity of Wisconsin; Dr. George Otla Smith, director of the geological sur vey; H. J. Waters, president of the Kansas State Agricultural College; C. F. Marbut, United States Bureau of Soils, and C B. Waldron, department of agriculture and forestry of North Da kota Agricultural College. PENDLETON WILL PROTEST Commercial Association Objects to Increased Valuation. PENDLETON, Or.. Nov. 17. (Spe cial.) County Assessor Strain has been sent to Salem by the Pendleton Commercial Association to protest against the proposed increase in the assessed valuation of Umatilla County property. The Tax Commission insists that Umatilla County property is as sessed at only 67 per cent of Us valua tion, whereas the law calls for a full valuation assessment. Mr. Strain and local property holders declare the pres ent valuation is based on actual cash value. The proposed Increase Is attributed to the action of the O.-W. R. & N. Company, which has had men at work for the past year compiling figures to show the company property is being assessed at a higher valuation than other property in the county. In ad dition to Mr. Strain, the Pendleton Commercial Association will be repre sented before the State Tax Commis sion by a number of Umatilla County property holders who are now residing in Portland. MANY BID ON ROAD WORK Highway Engineer Prepares to Open Jackson County Line Estimates. ASHLAND, Or., 5fov. 17. (Special.) The State Highway Engineer is Inter viewing the County Court today pre liminary to the opening of bids for construction of the first and second units of the new main highway through Jackson County. More than a dozen bids have been submitted for the build ing of the mountain section and half that many for resurfacing the part be tween Central Point and Medford. Most of the standard paving corporations of the country are submitting estimates. " The bids will be opened Wednesday, November 19. In the meantime suc cessful bidders on the bond issue of $500,000 announce that the cash will be forthcoming as soon as the securi ties are ready for delivery. HANLEY BUYS FINE STOCK Lewis Sawyer Engaged to Superin tend Scientific Feeding. BURNS. Or., Nov. 17. (Special.) William Hanley has determined to ex periment this Winter with scientific feeding of stock and, has engaged Lewis Sawyer, a 1S13 graduate of the Oregon Agricultural College, to super intend the work. Mr. Sawyer - took special courses in animal husbandry and comes recom mended by Professor Potter as being peculiarly well qualified to bring good results. Mr. Hanley has Just purchased 29 fullblood Hereford bulls from the prize herd of George Chandler, of Baker County, and they are on the way here. Deer Meat Contraband. ASHLAND. Or, Nov. 17 (Special.)- A. S. Hubbard, local game warden, in common with the game officials of the entire Southern Oregon district, left ror the hills this morninsr to assist in forestalling the hunting of deer out or season. Jerked deer meat is now contraband in this section and those having It in their possession are sub ject to arrest, unless they can prove the bucks were, killed during the open season. (Special.) Mrs. Thomas Vavrln, a native of Bo hemia, agred 26 years, died Saturday at the local sanitarium, after suffering weeK troni burns which were self- inflicted. Mrs. Vavrln was charged with insanity several weeks ago. but her husband, thinking to favor her, refused to testify. She was not com mitted, and on November 6, while the husband was working outside, the woman set fire to her clothing, after saturating: them with coal oil.
