The Board of Control has rejected all bids for the building of a boiler house at the Blind School. It was de cided to alter the plans so the building could be erected at a cost of not less than 3S00. 0?rca must pay $3,679,000 in bonds In 1815. UNDERGROUND WORK IS ON Excavations Started for Heating and Electric Conduits. "Workmen will start this morning to lay the underground mains and con duits for the respective distribution of steam heating service and electricity by the Northwestern Electric Com pany. The initial work will be done at Fourth pud Burnside streets. It will be carried south on Fourth street, so that some of the same excavations that nave been maae ty tne Portland, isu- gene & Eastern railway, can be used. Thus it will be unnecessary to tear up the street more than once. A force of "75 men will be put to work this morning, but by the end of the week this number will be doubted, and within a few weeks to an addition al number. The central distributing plant will be in the basement of the building now being erected on the Plttock block at Washington. West Park, Stark and Tenth streets. British Warship Invited to Oregon. SALEM, Or., Aug. 12. (Special.) Governor West has extended to Thomas Krskine. British Consul in Portland, an invitation for the British Dreadnaught,' H. M. S. New Zeealand. to visit the Portland port. PENSION LAW UNDER TEST Enactment Providing for Police man's Relief Fund Questioned. Believing that the State Legislature has no right to pass a bill providing a method of expending city money, City Commissloners Daly and Brewster, have begun an investigation of the police men's pension and relief fund, which may result in the legality of the meas ure being tested in ' the courts. "The question regarding the mea sure," Commissioner Brewster said, "is the right of the state to dictate how city money shall be expended. If the Legislature can, pass a bill providing for a city tax levy to create a police pension fund, it would seem that the Legislature would have power to make appropriations of other funds belong ing to the city.". The investigation will be made by City Attorney- La Roche. BORROWED CYCLE SPEEDED Brother or Man "Wanted Appears In Municipal Court. Appearing vicariously for his brother, accused of speeding. Clifford Wurfel was all but convicted in Municipal Court yesterday before the man wanted appeared. Then the charge was dis missed as to him and the complainant was instructed to procure the arrest of the real offender. E. a. Ellison testified that, while driving his automobile out Milwaukie -avenue, he saw three motorcycles ahead, obviously exceeding the limit. When he speeded up to 42 miles an hour he lost ground, and it was neces sary to record 55 miles on his speedom eter before he could gain on them. He 'took the numbers of the motorcycles and. warrants were issued, of which one was served on Wurfel, but it developed That his brother had been riding the motorcycle at the time.
