Vigorous opposition, from the new Department of. Labor to the proposed, arbitration and mediation act, prepared, by the railroads' and railroad brotherhoods for enact ment by Congress, was voiced today when the- measure -was presented, to a joint session of the House and Senate interstate commerce committee. Secretary "Wilson criticised the new measure as going- beyond the necessl ties of the hour. He suggested that the only emergency legislation needed was an Increase of the size of the board of the mediators under the Erdman act. This, he said, could be effected by an amendment to the act. rather than by substituting a new one. He was not in favor of creating a bureau of media tion. Seth Low, president of the National Civic Federation, had informed the committee that the railroads and brotherhoods had agreed on a new bill which would create a commissioner of mediation and conciliation, appointed by and responsible only to the Presi dent. This commissioner, with two designated Government officials, would constitute a board of mediation and conciliation to whom matters of dis pute could be referred. Mr. Low Insisted that the movement was of tremendous importance In Amer lean industrial circles and that the bill should be passed immediately. He added that he was uncertain as to whether the railroads and the brother hoods would agree to Secretary "Wil son's suggestion. Thirty one striking silk mill workers, mem bers of the Industrial Workers of the World, who were convicted recently of unlawful assemblage, were sentenced today to serve three months each at hard labor in the county Jail As soon as the sentences were im posed the court suspended them, sub ject to the good behavior of the pris oners. , Australian Cabinet Resigns. MELBOURNE, Australia, June 20. The Australian Premier, Right Hon. An drew Fisher, and the Cabinet resigned today as a result of the recent elections, in which the Liberals obtained a ma jority of one over the Labor party in the Federal House of Representatives. California Reserves' Plans for Jfcxt Year Prompt Move to Prepare for Joint Voyage. BT W. E. MAHONET. ON CRUISER ST. LOUIS. San Fran cisco, June 20. (Special.) Plans of the Naval Militia of California for a cruise to the Panama Canal or Hono lulu in 1914, have stirred the Oregon Naval Militia with a desire to partici pate and should the Navy Department exchange a suitable vessel for the cruiser Boston, used as a station ship at Portland, the forces mav sail in Company. The Callfofnlans cruise this year to Santa Cruz from July 2 to 8, joining the torpedo flotilla there. Captain George W. Bauer, or tne California Militia, with Lieutenant Commander George E. Kammerer, called on Lieutenant-Commander G. F. Blair, of the Oregon Militia, aboard the cruiser St. Louis previous to sailing todav and a number of subjects bear ing on the state militia laws, also on regulations of the Navy Department governing the two organization's, were gone over. It was agreed that the Pacific Coast States should cruise in company when possible - for mutual benefit. The St. Louis loaded 40 tons of am munition here today for delivery at Bremerton and took on 50,000 gallons of water. A charge of 3 for each 1000 rallons was made, and at Bremerton the cost to the ship is 8 cents, while at Portland 75,000 gallons were delivered without expense. Son Born to Queen of Spain. MADRID, June 20. Queen Victoria of Spain gave birth to a son last night. JERK BREAKS MAN'S NECK Lumber "Worker Drops Dead Soon After Accident Occurs. CENTRALIA. Wash.. June 20. (Spe cial.) A peculiar accident here yester day resulted in the death of J. W, Rlneiey, an employe of the Chehalis River Lumber & Shingle Company. Mr. Rineley s son was passing heavy timber to him and the older man held one stick too long, the jerk dislocating his neck. Mr Rineley caught six more pieces before he was forced to go to his bunk and lie down. Fifteen minutes later he got up. hitched his horse, drove four miles- to a Centralia hospital. climbed two flights of stairs and then died. An examination revealed the fact that the man's neck was broken and that death was inevitable after the accident occurred. Mr. Rineley was 53 years of age and is survived by his wife and son. His home is in Raymond. Oyster Soup Contains $100 Pearl. CHEHALIS, Wash., June- 20. (Spe cial.) Arthur Woodruff, an inmate of the State Training School, at Chehalis, who has been ill and in the school hos pital, yesterday was given some oyster soup, and almost chocked on a pearl. A local jeweler pronounced it to be worth from $80 to $100. The news has caused a. boom in business at the Chehalis cafes. Roads to Be Called On to Distrib ute $3,000,000 to Shippers in Next Six Months. ST PAUL, June 20. At a conference with members of the State Warehouse and Railroad Commission held behind locked doors today representatives of railways affected by the decision of the United States Supreme Court in the Minnesota case agreed to put into effect as soon as possible the state rates de clared valid by the Supreme Court. These include the 2-cent passenger rate, the merchandise freight schedule and the commodity freight rate, enacted by the Legislature but never put into ef fect because of the injunction proceed ings. The agreement today ended discussion of further litigation by President Gray of the Great Northern, assured the state officials that there would be no further delay in establishing the state rates and that refunds due shippers for overcharges during the period of litiga tion representing the difference be twees the present rates and those made by the state would be paid at once. The roads will be called on to dis tribute approximately $3,000,009 within the next six months. In 1909 after the commodity rate had been enjoined, the Legislature passed a law requiring the railways to file sched ules each month, showing all shipments made under the law and the difference between the state rate and those con nected in each particular case. These schedules have been kept up to date and the railways will pay over to the State Commission the amount represented, to be distributed by the Commission to the shippers entitled to the rebates. Attorney-General Smith ARABS ARE PUT TO ROUT One Italian and 1 9 Soldiers Killed in Battle in Tripoli. ROME, June 20. A. severe battle fought between the Italian troopa and the Tripolitan Arabs at Ettangi yester day cost the lives of one Italian officer and 19 soldiers, while five officers and 217 men were wounded. McAdie has resigned to accept the professorship or metenroloty and th directorship of the Bluehill Observa tory, at Harvard University. He will relinquish ii is present post just before the opening of the Fall term at Har vard. Professor McAdie will succeed the late Professor A. James McGuire. of Portland, Or., committed suicide by jumping overboard from the steamship Mariposa, on which lie was a passenger on his way home from Sew ard. Alaska, to spend his vacation, ac cording to cable advices received from Ketchikan, Alaska, where the ALariposa called yesterday. McGuire jumped over-' board last Monday while the Mariposa was steaming from Cape St. Ellas to Cape Spencer.
