COUNCIL TO TAKE ACTION Presumption Is That Tracks Will Be Lowered at Sandy Boulevard at Expense of $300,000 and Street W ill Not Be Changed. The first step in the proceedings to eliminate grade crossings on Sandy boulevard under the provisions of the Initiative grade crossing ordinance, passed by the people at the last city election, was taken yesterday when an ordinance instructing- the City En gineer to begin proceedings was draft ed by City Attorney Grant. The measure will come before the City Council at its next meeting. The plan, as it probably will be worked out, will entail the expenditure of about $300,000 by the O. W. R. & X. Company In lowering its tracks so that they will run beneath the street. The tracks will have to be lower for about a mile on each side of Sandy boulevard in order that the grade occasioned by the lowering will not be excessive at any point. Sandy boulevard, Halsey street and East Thirty-seventh street meet at the i rossing and make traffic heavy and it is necessary for all vehicles to stop. The O. W. R. & N. trains also have to ntop before crossing here in order that danger will be minimized. Th railroad company has attempted upon several occasions to make a change in the grade, but opposition has developed on the theory that it would damage abutting property. Under the law existing before the recent measure was passed by the people, the abutting property owners had the right to hinder such an improvement. The ordinance which was drafted by City Attorney Grant and which will be passed upon by the Council instructs the City Engineer to begin the prep aration of plans and specifications for the work at once. It is up to the City Engineer to determine how the work shall be done. It will he necessary for the railroad company to lower Its tracks so that the trains will run be neath the street or for the city to lower the street, so that trains can run over head. It Is considered likely that the railroad will lower Its tracks and allow the street to remain at Its present grade. This process. It is said, would not be as costly to the city. The ex pense of the city will be confined to the construction of a viaduct over the right of way of the railroad company. PHEASANTS TO BE FREED Ahont 1500 of China Breed to Be Ilstribnted Among Counties. State Game TVarden Flnley returned Wednesday from a visit to the state game farm near Corvallis, where he superintended preparations for the shipment of the first consignment off China pheasants to be liberated this season. About 1500 of these will be sent out today to several counties in Eastern Oregon. Some 1500 pheasants and 3000 eggs for hatching are at the farm, and the latter are being added to at the rate of nearly 300 a day. Mr. Finley estimates that 3000 birds will be liberated this season.
