"Just dropping off to see the Rose Festival." three known pickpockets were picked up yesterday by Detec tives Mallet and Price before they had been in the city an hour. They had tickets from San Francisco to Seattle, but had taken a "lay-over" of two weeks. One of the party was James St. James, who was arrested here in 1901 by Detectives Cordano and Ford on charges of committing burglaries in the Marquam building and the Dayton Hardware store. He was sent to the penitentiary for two years, and later served another term on a like charge made by Detectives Vaughn and Hart man. Harry Edwards, another of the party, admitted doing five years in San Quentin penitentiary, and has a record in Seattle. The third. John Furlong, has been arrested in San Francisco and Seattle, All three were allowed to pro ceed on their way after being photographed. THE BRILLIANT STARS OK JINK By the end of June Mars, Venus. As soon as engineers In the Fire De partment complete the preparation of figures showing the results of tests of! the new flreboat David Campbell, the bMlt will be ready for acceptance by i tne city executive Board. According to Fire Chief Dowell this will be early next week. The acceptance of the boat has been' held up, pending the tests to prove the efficiency and power of the craft as to speed and force in throwing water. It is declared by those who have con ducted the tests that the boat has ex ceeded the requirements and that there is nothing in the way to prevent acceptance. Blacksmiths for City Beautiful. HOOD RIVER, Or., June 6. (Spe cial.) Hood River has a couple of blacksmiths who believe in making a city beautiful. Peter Shively and Law rence M. Driscoll, who operate a horse shoeing shop at the foot of Fourth street, have converted their back yard and the parking between their place of business and the sidewalk Into a flower garden. While they are not fit ting the feet of the valley's horses with new shoes, the sturdy blacksmiths may be seen weeding their beds of phlox, sweet peas and nasturtiums. Europe nu an area of 3,800,000 square mllea. MAJOR MARTIN MAY COME War Department Says Officer Can Accept Colonelcy of Third. That the Secretary of War will detail Major E. H. Martin to Oregon so that he may take the colonelcy of the Third Regiment, Oregon National Guard, was the telegraphic Information received by Adjutant-General Finzer from the War Department at Washington. The telegram adds that Major Martin's wishes on the matter will be consulted as soon as he returns from a week's leave of absence, and that If he is far vorably inclined, the detail will be made. However, Major Martin has already signified his intention, to accept the position to which he was elected on the retirement of Colonel J. M. Poorman two months ago. The decision of the War Department virtually assures the Third Regiment of having a regular Army man and a member of the wax college as Its commanding otdcer. This is something unusual and estab lishes a precedent which it is believed by local members of the National Guard will be followed all over the country wherever possible. Coqnille Franchise Sought. COQTJILLE, Or., June 6. (Special.) A. P. Miller, through his attorney, has made application to the municipal coun. cil for a franchise to light the city, supply private consumers with electric ity for both light and power pur poses, for a period of 30 years. This is the second franchise asked for within the past 30 days. The Council has taken no action. Shinglevreavers Join Union. KELSO. Wash.. June 6. (Special.) A local branch of the Shlngleweavers Union is being organized at this place. So far no opposition has been put forth by the mill owners or their foremen.
