At Its meeting of this month the board of regents of the college, had for consid eration the report of Professor George 1 Clothier, who last Summer, with student assistants. cruised 14,218.8 acres of timber land situated In North eastern Cowlitz County and belonging to the college, 840 acres of which had been sold by the Land Commissioner of Washington. The purpose of cruis ing the 840 acre. , of, .sold timber land was to ascertain something definitely of the amount of sacrifice which has been made upon the granted land en dowment of the college under the ex isting laws regulating such sales of college lands. One of the sold tracts is the north west quarter of section 10, in township S, which was sold in December, 1901. to Charles J. Winton for a total consider ation of $1722. l'rofessor Clothier fouud that this area contains iit present a Eland of 16,621,000 feet of tinnier worth, at SI. 2193 per thousand board feet, $19,786. For this timber, allowing $1.23 per acre for the land, the state has received a fraction more than 9 cents per thousand board feet. The second tract is the southeast iuarter of section 10, also in iownship 8. This was sold on February S, 1902, to H. E. McKenney. for the sum of $1620. Sixteen million of timber in board feet was estimated as the pres ent stand on this tract. At the same value as cited above this la now worth $19, SOS. SO. For this, reckoning the land at $1.25 per acre, the state received a fraction of S cents per thousand board feet. The third tract is the northwest quar ter of section 12, township 8. which was sold. February 8. 1902. to II. E. M Kenney for $1745. The cruise proved that this tract now bears 12.646,000 beard feet of timber, worth, at the rate above mentioned, $1432.75. For this the state received 12 4 cents per thou sand board feet. The south hatf of section 4, town 8, was sold in two tracts, the ' southeast quarter going to Charles J. Winton, November 2. 1901, for $1670. while the southwest quarter was bought by H. E. AlcKenney, February 8. 1902, lor $16S2. The cruise proved that these two tracts bear at present 20,434.000 board feet of timber, worth $24,112.50. The average amount per thousand board feet received by the state for this is 14 4 cents. In his present report Professor Cloth ier states that it is only fair to the present Commissioner of Public Lands to emphasize the fact that all the lands sold and reported upon above were transferred from the state to the pur chasers between the dates of December 14, 1901, and Jlay 1, 1902. Professor Clothier points out the fact that this posstbtlity of the sale of the timber without the knowledge or con sent of the college authorities exposes the endowment of the college to a like lihood of loss. f REFUNDS ARE REGULATED License Committee Rales Ordinance ' Will Be Required. No longer will the license committee of the City Council recommend refunds to persons or corporations for unused portions of permits, granted In the reg ular routine manner. Several requests of this kind were made at the com mittee meeting Thursday and were al lowed, but a rule was adopted that In the future will work to the advantage of the city. V hen a refund is reconv mended, the committee will deduct therefrom the coat of the tss iance, the preparation of the necessary refunding ordinance, etc., so that the city will not lose anything. No matter how small a refund is or dered, there must be an. ordinance to accompany it. as all money paid out by the city must be accounted for in this manner when ordered by the Coun cil. If the sum to be paid Is but 1 cent, which has never yet occurred, however, the ordinance must be prepared and take the usual course; . be passed by the Counoil and signed by the Mayor in order to be effective. Councilman Daly, chairman of the license commit tee, therefore called the attention of his colleagues to this fact and sug gested that the new rule be adopted. MOLT A BILL IS INDORSED IvOplsIature to Be Asked to Enlarge Port of Portland's Territory. J. IT. Nolta, Representative, will in troduce a bill at the coming session of the Legislature extending the juris diction of the Port of Portland over the Columbia Slough district. This is part of the plans of City Kngineer Hurlburt in order to make Columbia Slous:h the outlet of the sewers for the Peninsula. At the meeting of the East Side Business Men's Club Thurs day night the following indorsement was adopted: Keaolved, That the East Side Business Men's Club heartily indorses City Engineer Hurlburt's proposal to have the port of Portland's jurisdiction extended over the Columbia FlouRh district to the Columbia River and to the eastern end of the slough; that we favor tho proposal to remove the ttmhei from the slough and nav the slough dredged to a depth and width sufficient for ocean vessels, as outlined by Mr. Hurl burt, realizing that by the time Portland has l.yoo.iHMr or more population the Co lumbia Plough district will have become the prea.t manufacturing, warehouse and in uUHtrinl district of the Pacific Northwest; and th. this club will work for and do all in Its power to help the proposed develop ment. Circuit Judge Gantenbeln's family was increased Thursday afternoon by the addition of a baby boy, making a family of four boys and one girl. "I'll soon have enough boys to form a company of militia," remarked the Judge, whose mind runs along military lines. "Yes, I guess he's husky all right." ;sald the Judge, in answer to a question. "At any rate he has a hussy voice. Judge Gantenbein stated that the baby hadn't been weighed yet, but that he is a "sizable youngster." and that mother and child are in splendid health. D. E.
