HIGHER HOPES NOT DEAD There Are Financial Considerations, Too Present Income of Close to $50,000 a Year Wonld y Be Cut Down. OREGOMAX NEWS BUREAU. "Wash ington. Not. 24. Democrats and others who talked with William Jennings Bryan during- his recent visit to Wash ington are all of the opinion that the peerless leader will not he a member of the Wilson Cabinet. Not that he could not have a Cabinet office if he wanted one. but that he would pre fer to remain in private life the next four years. This opinion is based not upon any flat declaration that Mr. Bryan made, but rather upon his .general attitude, as laid bare In his discussion of Dem ocratic prospects. It Is quite probable that this view Is correct. There are many reasons why Mr. Bryan might prefer not to serve In the "Wilson Cab inet, and few reasons why he might be inclined to accept such an office if It were tendered him. First and foremost, Mr. Bryan, though three times nominated and de feated for the Presidency, has not given up hope of some day occupying the highest office In the Lnitea states Government. That he is still a great power in his party was amply demon strated at the Baltimore convention when he dictated to the assembled del. egates on more occasions than one, de fled the old party bosses and made the convention go on record as' favorable to "progressive. rather than reac tionary" policies. It was a subject most delegates would have avoided, but Bryan forced them to go on rec ord and he won his contention. Also, he. more than any other man In that convention, was responsible for the nomination of Woodrow Wilson. Ohllc"lion Jiovr One-Sided. As things stand today. President-elect WllBon Is under obligations to Mr. Bryan, and Bryan Is under no obliga tion whatever to the next chief execu tive. That status of affairs would be changed were Bryan to accept a Cab inet appointment, and it is doubtful if Bryan Is anxious to place himself un der obligations to Mr. Wilson, espe cially at this time. He would prefer to have the obligation as it exists to day, for by keeping the balance In his favor he will be able at some future and opportune time to call upon Mr. Wilson to reciprocate. Moreover, Mr. Bryan makes It rather plain that he does not care to play second fiddle to any other Democrat. He does not care to bask In reflected light. It is not to his fancy to be a subordinate Jn the administration of, another, where the policies are shaped by the head of the party, and where he. as a 'member of the administration. would lose much of his individuality and shape his course according to the lines laid down by Mr. Wilson. He ev. Idently figures that service in the Cab inet would tend to detract somewhat from his prominence and Impair his usefulness as a party leader, for he is wndisputedly one of the party leaders today, and next to Mr. Wilson,' proD- ably the most Influential of any of them. Earnings Would Be Curtailed. Then there are financial reasons why Mr. Bryan might not care to enter the Cabinet. As Citizen Bryan, he is now making In the neighborhood of $50,000 a year, equivalent to the Presidential salary, and he is able to save most of his earnings. As a Cabinet officer he would lose his earning power, for he would be taken off the Chautauqua circuit, his writings would be curtailed, and he would be obliged to devote his detail to the routine work of a big Government department on a salary of $12,000 per annum, all of which wouia be absorbed in the social entertain ment expected of a Cabinet officer. For if Mr. Bryan entered the Cabinet It undoubtedly would be as the pre mier, and upon him would fall a great part of the social duty that comes to every administration, and of late years no Secretary of State has been able to uphold his social position on the sal ary paid him ,b.y, .!." Government. Fi nancially, therefore, Mr. Bryan would be a heavy loser by entering the Cabi net. These are some of the reasons ad vanced why Mr. Bryan would not likely accept a Cabinet office under the Wil son administration. Doubtless there are other reasons, but these seem suf ficient, especially to men who have talked with Mr. Bryan, and know something of his present frame of mind. CITY BANK IS PROPOSED V. K. Coulter Says Portland Could Add to Its Present Income. F. E. Coulter advocated the City of Portland taking advantage of the Na tional banking laws and taking charge of its own banking business, in an ad dress before the Social Science Club at the Medical building last night. With a National bank established by the City of Portland under the Federal banking laws," Mr. Coulter said the city could do Its own banking at cost and save not only in banking expenses, but in Interest, and could economize by floating the city's own bonds and keep ing the money in circulation at home. i. C. Rosenthal, organizer of the mu tualist co-operative stores In the city,' will discuss his work before the society at Its meeting next Sunday. The Social Science Club has been or ganized only a short time, but Its mem bership has already reached nearly 100 and a consistent campaign is being made with each meeting to increase this number. The meetings for the study of social and economic questions are held each Sunday night at the Med ical building hall. Southern Pacific Cnder Fire. SALEM. Or.. Nov. 24. (Special.) Complaints that the Southern Pacific In Installing private road crossings, is compelling the signing of Ironclad contracts. Is the burden of numerous complaints being received by the State Railroad Commission. It is charged that the road in these contracts absolves itself from all liability and from any damages which may be sus tained on such crossings: that the in dividuals are compelled to bear the ex pense of Installing the crossings and that many other obnoxious clauses are contained. In memorlam of the deaths of Allen, Larkin and O'Brien, the "Manchester martyrs," who were executed for trea son by the Engrllsh government Novem ber 23, 1867. 350 Irish men and women gathered In Woodmen of the World Hall last night and listened to an elo quent address delivered by Rev. Father B. J. Conaty. "Ireland's Place in His tory" was his subject, end eloquently he related the glorious traditions of Erin. The execution of Allen, Larkin and O'Brien was denounced as nothing more nor less than murder, the speaker maintaining that they were altogether Innocent. A programme of patriotic Irish music and recitations was given. The meeting was held under the aus pices of the Ancient Orfter of Hiberni ans.
