Representatives from the Pacific Coast, officials of the Department of the Interior, the Conservation Commis sion and officials of water, light and power companies throughout the coun try began a three days' conference here today to complete plans for leg islation in the different states, but more particularly those on the Pacific Coast, concerning water power and water rlgiits which will coincide with Federal legislation on the subject. While the conference was called pri marily to consider legislation -.governing conservation and regulation of water power in California, representa tives from other states numbering more than 50 attended the opening session. Professor E. D. Marx, as chairman of the California Water Commission, and J. E. Shellman and Max Thelon. Ratlroad Commissioners, arrived here this morning and took a prominent part in the discussions today. The bill introduced at the last ses sion by Senator Burton, of Ohio, which would give the Federal Govern ment more extended powers over inter state waters, was considered by the conferees nearly all day. ' There was a discussion concerning the regulations of February 15, 1901, which . prescribe for power purposes rights of way through United States public lands and reservation of the Yosemlte, Sequoia and General Grant National parks. As the result of the conference rec ommendations will be made to Pacific Coast Governors that bills be present ed to their Legislatures which will result in definite legislation on water power and rights in each state. Thts proposed legislation will conform to similar Federal legislation to be urged by Coast Representatives in Congress at the coming Congressional session. COAL DEALERS. SENTENCED O. E. Houston Makes Personal Plea . to Assert Innocence. .' TACOMA, ' Nov. 18. Charles E. Houston and John H. Bullock, con victed of defrauding the Government on coal contracts for Alaskan Army posts, were sentenced each to serve one year In the King County pail and to pay a fine of $2000 by United Statos Judge Cushman tonight. Both men will appeal their case to the United States Distrlot Court of Appeals. They are out on bonds. Houston made a personal plea to the court, declaring he had never profited a penny by the transactions alleged, and saying that he addressed, the court, not because he wanted special consideration for himself, but because he felt he owed it to his wife and two children in Seattle not to accept sen tence without reaffirming his Inno cence. 7 Fall In Faint Injuries. Falling In- a faint at Park and Washington streets about 10 o'clock last night, Miss O. J. King was so seriously Injured that it was necessary to send her to the Good Samaritan Hospital. She was bruised and cut about the face, but will not be forced to remain at the hospital. Fourth-Street Franchisb Brings Protest. Property owners on Fourth street represented by J. N. Teal yes terday filed a protest with 'Mayor Rushlight, against a provision of the proposed Harriman Fourth-street fran chise giving the company the right to operate electric trains 225 feet in length between the Union Depot and the city limits. The property owners declare that the trains should be held down to three cars so that stops could be made without blocking traffic. The franchise as proposed provides space for four cars which would make It Im possible for the trains to stop in the city without one car extending across a street and blocking traffc.
