After all expenses in connection with the recent Elks' National convention have .been paid there remains In the fund of the convention- commission a balance of J10.S97.56. The commission having charge of the recent convention presented its final report, as prepared by Harry C. McAllister, the secretary, at the regu lar meeting of the Portland lodge of Elks last night. At Its next meeting the lodge probably will determine what disposition will be made of the fund. The report is quite voluminous and covers more than 100 typewritten pages. In addition to giving an item ized account of each subscription, it shows every expenditure In detail, giving the number of the voucher check drawn for each Item of expense, and a description of the item. The vouchers, returned from the banks, also are retained for comparison. The entire report will be printed in pamphlet form and a copy mailed to each subscriber. A copy also will be placed on file In the office of the Portland lodge, where it can be exam ined by any interested person. Statement Is Rendered. "Many members of the commission recommend paying a dividend to con tributors to the fund. A dividend of 11 per cent on 196.618.36 the total amount received from contrlbutors-equals $10,628.02, leaving a balance -of $269.54. This sum, it Is believed, will be sufficient to iay for printing the pamphlet re port and mailing out dividend checks to the subscribers. Included in the expenditures are a number of items of "dead expense," such as badges, prizes and Incidentals, for which there Is no visible return and which aggregated nearly 118,000. Subtracting this sum from the total expenditure of J90.SU2.20 shows tnat the actual entertainment of the grand lodge and the work of handling the entire convention cost only about i-3,000. - A total of $5499.15 pledged by var ious firms and individuals remains un collected and probably will be charged to profit and loss. The heaviest contributions were made by the Portland Railway, Light & Power Company, the Portland Clear ing House Association and the Mult nomah Hotel Company. . They gave J1500 each. Miss Rae Atherton, a graduate of the domestic science department of Oregon Agricultural College, class 1912, has been elected to apposition on the faculty of the Woodland, Wash., high school. Miss Ather ton will have charge of the class work in jdomestlc science and home economics. During her four years ' course at O. A. C. Miss Atherton took an active part in the literary and social life of the college. In her senior year she was presi dent of the Utopian Literary So ciety and of the "D. B." Club, an organization of the O. A. C. girls living In Corvallis. RICHMOND SCHOOL SAFE BCILDIXG STAXDS TWICE liOAD IXTEXDED FOB IT.- Committee Conducts Test to Prove Charge It Was Xot Substantial Is Unfounded. Tests, which were completed Wednes day on the new Richmond School building on East Forty-first and Sher man streets, showed, according to re ports of engineers, that the reports to the effect that the building was not substantial were without foundation. The tests were made under the direc tion of Deputy Building Inspector Kramer and a committee of the School Board, comprising T. J. Jones, archi tect, and F. A. Naramore, superinten dent of public school property, assisted by other engineers and architects. The tests were made by the J. F.' Wineland Building & Engineering Company to prove to the School Board that the building Is properly constructed. Twice the load for which the build ing was designed was placed on one whole slab of the roof and second floor. The deflection was then measured. Un der ordinary conditions a deflection of l-360th of the clear span, or five eighths of an Inch is allowable before any danger can ariBe, It is said. In all the tests the greatest deflection was 1-3000 of the clear span or 3-S2d of an inch. Engineers say that the test demonstrated that the building is safe beyond any question of doubt. The Richmond School was designed the same as the new Mount Tabor School in regard to beams, columns and gird ers. This building has been occupied about six months. A report will be prepared and sub mitted to the building committee of the School Board, to which committee the investigation of the reported weak ness of the building was referred.
