"RAT" HITCHXXGS. Counsel for ex-Police Sergeant Cole Hints That Administration Pro tected Fallen Women. When Attorney J. "Hat" Hitching intimated yesterday before the Civil Service Commission that E. W. Cole. x-pollce sergeant, was discharged be cause h interfered with houses of ill fame on the East Side, which were protected by the city administration. he clashed with Mayor Rushlight, who accused him of lying and "four-flushing." Attorney Hitchlngs attempted to show that Mayor Rushlight had reasons for protecting a woman named Allta Bell, and that the fact that Cole in terfered was the cause of his dis charge. The Mayor denounced Hitch lngs and branded his Intimations as "foolishness and lies." Cole testified that he had heard that Alll. Bell had boasted of first having his (Cole's) district changed from the West Side to the East Side and then of having him discharged from the f ore. Mrs. A. B. Loomls. former wife of "Mysterious Billy" Smith, pugilist, tes tified before th. commission that Allle Bell bad made the same statement to her. Th. circumstances of the discharge of Colo for insubordination, incompe tence and grafting were related at the hearing the same as at the formal hearing better, the polio committee of the Executive Board, at which Cole was discharged for the) good of th service. No evidence was introduced at yes terday's hearing by the city. The com mission will hear arguments in the cas. befor. deciding. The privilege of arguing was asked by Attorney Hitch lngs at the eoncuslon of the hearing yesterday, which continued from i P. M. to ( P. M.
