It Is tolerably certain that leg islative effort will spring from several different sources. The whole question la a big one and Is of vast Importance to the stock owners of the state. Many hsses of It are worthy of serious con sideration, hut this communication is only devoted to one of them: to what extent should the owner ot oiseasea cows be recompensed ior animais slaughtered? The Idea that It Is to the financial Interest of the cow owner to eradicate the disease, is brought prominently to the front by those who are demnndlng protection from tubercular milk, but he very fact that they are asKing ror this protection Indicates that the bene- Its are at least divided. Considered also from the standpoint of economy, the eradication of tuberculosis la of equally as great future as present Im portance. The conservation of the health of our live stock may very well be classed along with the conserva tion of other resources as a matter of public, rather than private concern. The man who frees nis nerd rrorn disease derives an Immediate and posi- Ive gain thereby, but the tendency Is to magnify the extent of this gain and offer It as an excuse for fore Ing the dairyman to bear all. or nearly all. the loss incident to stamp Ing out tuberculosis. An honest and Impartial appraisement of benefits, to he public on the one hand and to the cow owner on the other, should be made and damages should be paid ac cording to this appraisement of bene fits derived. In considering the question, no blame or censure can Justly be placed upon the man who has permitted his herd harbor tuberculosis for tha reason that he Is. In most cases. In no wise responsible for the fact. The disease. a rule, does not manifest Itself without the application of the tubercu lin test, and it Is only very recently that thla agency has been proclaimed nd Its use advocated before the dairy men of the state. uoring tins time. dvlce concerning: Its use has been ulte conflicting from those In posi tions of Influence, so that It may well be repeated that tuberculosis has ex isted and spread In herds through no fault of the owner and often without his knowledge. All attempts to re move U now, should be made without ny thought of penalising the dairy men who, unfortunately, own tubercu lar cows. The one essential thing to establish Is the benefit derived by the commercial dairyman In eliminating Iseased cows. The balance of the loss hould be paid by public tax or there hould be no compulsory slaughter of ubercular cows. Tuberculosis Is centered largely In tha district closely surrounding Port land. More testing has been done here than elsewhere In the ' state. From the results of these tests. It appears that In the Portland district, about SO per cent of the dairy cows are tuber cular: In Western Oregon, outside the Portland district, about t per cent, and In F.astem Oregon about 1 per cent. That the presence of the disease in the large dairies close to the city Is long standing there can be no oubt. This district, then, offers a plendld field for Investigating the ue.tlon of the extent to which dairy. After having critically inspected the large dairies In tho highly affected district of the state: after having sought especially to determine the loss of cows due to tuberculosis and the number of cows rendered less remun erative because of tt: and after having Inspected large herds tagged with Oregon T. B. tags, I am prepared to state, in the race of opposing opinion, that the existence of tuberculosis has not been a considerable financial han dicap to those whose herds have been affected. There are many cows of lit tle producing value among those herds, but their Inefficiency can more sen sibly be attributed to poor breeding than to disease. There are cows that have run down to physical dislntegra tion and unprofitableness because they are tubercular, but they repre sent a small per cent of the tubercular cows. The statement that tubercular cows are of no value may be repeated aaraln and again, as It has been re peated In the past by advocates of test- r who stand upon the lest-ior Tour-Own-Sake" platform, but it will be repeated in contradiction to the evidence offered by the cows around Portland that are wearing the tuber cular tag today. For, among those condemned cows, six and eight gallon day producers are almost or quite numerous as among the ranks of the sound in health. World records have been smashed by tubercular cows and hogs found after slaughter to be badly tubercular have topped the market Jn the selling pen. Many tubercular people, like many tubercu lar cows, never die of consumption and unless they are tested they live and die of other causes without our ever knowing that ' they were tuber cular. Two Austrian replments In good health were tested, with the re suit that 61 per cent in the first year of the service, and 68 per cent In the second year, "reacted." Few of these men will ever die of tuberculosis. One Portland dairyman lost 55 of his cows on test. He sold them under in spection and replaced them with tested cows. Tt cost him 13062 more to fill their places than ie obtained from the sale of the diseased cows, and the profit-producing power of his herd, he says, is not increased. Other authentic cases can be cited of dairymen who have been forced to sacrifice personal property which represented the accu mulatlon of years of struggle and hard toil. These men cannot be made to be lieve that their loss is a personal bene fit. Time spent to convince them of the fact is wasted time, and legisla tion based upon that theory will meet with serious objection and stubborn defiance. There are perhaps not over 5000 tubercular cows in Oregon.
