The City Executive Board, at lt tneetinc yesterday afternoon, adopted a resolution by H. M Esterly. of the bridae committee, directing the City Auiltor to advertise In the of ficial paper of Portland for bid for material and labor for constructing; the steel bridce across the Willa mette River at Madison street. Bids are to be received op to 111 o'clock noon Monday. June 21. The bids are to be based upon plans and specifica tions on file with the City Engineer, to be furnished by Waddell at Har rington, engineers employed by the Board to draft the plans for tha structure. Th Executive Board yesterday after noon (rave to City .Attorney Kavanaurh authority and direction to bejrin condem nation proceedlncs to secure necessary right of way for the Madison-street bridge. Mr. Kavanaugh will make all possible haste alonir this line, and mean while the hoard wll proceed to carry out the will of the people to construct the steel span at Madicon street across the Willamette River at the earliest possible date. The condemnation proceedings have to do with property owned by Drake C O'Reilly and associates. This lies In what is known as block 11. on the north side of Hawthorne avenue, where the east end of the bridge will rest. The old, worn-out bridge is but S feet wide, but the new one will be 62Vi feet in width. In order to have room for this extra space, it is necessary to seoure 12 feet on each side of the east approach. There haa been long delay In carrying out the will of the people In regard to building the new steel -apAri, but it Is be lieved that rapid progress will now be made by the Executive Board. There Is a proposition to change the Bite, and place the bridge at Market street, but, as public opinion seems strongly opposed to the change, it la be lieved the electors will vote to leave It a Madison street. Lighting Bid X'nsatlsfactory. The Executive Board also authorized the Mayor to appoint an engineer and a law yer, who shall act as arbitrators In the matter of the reinforced concrete bridge across Sullivan's Gulch on East Twenty eighth street. This structure has been rejected, and the contractors have never been able to get together with tha board. The two arbitrators are to decide all points of law and fact in the matter. The bid of the Portland Railway. Light A Power Company for lighting the city Is unsatisfactory to the Executive Board, aa It Is considered too high and for too long & term- The company bid only on five years, and specified a price of for strcs on the aerial lines and of J75 for those on the underground circuits. Thomas S. Greene, chairman of the light ing committee. In his report yesterday, recommended that Mayor i-ane and the committee he empowered to negotiate with the officials of the .company. In an effort to secure a better rate. Authority was given. Mayor Lane and members of the Ex ecutive Board feel that President Jneselyn failed to mske good a promise, alleged to have been made them ny him some time ago. They state he ta.l he would submit a more reasonable bid. and also for a period of three years. Mr. Josselyn Is now In the East on business. Ilassam Contract Awarded. The Executive Board awarded to the Oregon Hassam Paving Company certain East Side streets, over which there has been much discussion of late. J. w. fweeney bid on the work, but Hassam Is a. patent pavement and Sweeney Is thought to liave no license to lay It. City Attorney Kavanaush advised the board that this brand cannot be laid without a permit from the owners of the patent. Therefore, it appeared to the members of the board the contracts must be let to the HtUtKflm Cnnrmnnw - j jir. oweeney Threatens litigation, as his bid waa the lowest one put In. Mount Tabor and Montavilla will have fire protection within a few months, if the City Council authorizes the purchase of a alte at Base Line road. East Stark street and Church street, lecommend-d by the Board yesterday. The site 1 owned by B- House, and will cost K300 A brick house will be constructed there according to ,h plans of the Executive Board. The districts to be served there re virtually without fire protection now. The board authorized the City Auditor to advertise for bids for excavation for lasement of the East Side police station, to be built at t'nlon avenue and Hancock etreet. The plans will be drawn by Ernest Kroner, architect, and will soon be ready for adoption. The board Is rushing this elation through, as it is urgently needed. EXCURSION RATE IS MADE t-lnsle Fare for Ilonnd Trip to Klam ath on Railroad Hay. The lowest railroad rate ever granted any place In Oregon, according to ;en eral Passenger Agent William M.:Mur ray, of the Harrlman lin.w. will be given to Klamath to Induce Portland to travel for "Railroad Day." Railroad day Is June 1 and a one-way rate for the rouJ-trip ha" bwn lven amounting: to n?.6. F.allroad day is Klamath's celebration of the coming of the "Iron horse." and the celebration will be in accordance with all old-time Oregon tradition. Sur rounded by the white tents of a settler's reunion, beef will b barbecued in a great open space. Old-time settlers are expected to brine thej- prairie-aehooners." Pasture will be provided free for both horse, and oxen used by Klamath's visitors. With all the delight of a child In a new toy. It has been announced that a ride on the "steam cars" will be given free. A water festivsl will be held and areat procession emblematic of the stages of progression through which the atate has passed will be featured. In this parade, cowboys and their fiery mustang. The Klamath people are making an effort to have leading men from every part of the Pacific Slope address the gatherings. Regarding Portland they are particularly insistent, but it Is not yet known what arrangement have been made for a representative speaker to make an addreavs. A specially large contingent Is expected to be present from Portland. It has been pointed out that large business con tingents from both ' San Frindsco and Sacramento will make It a point to be present at the celebration. With the rail road connections Klamath la Just aa ad vantageously placed with regard to the California!! cities as she la to Portland by rail, and It is contended that, therefore the development of business will largely be a matter of sentiment and personal feelings other details being the same. Tl-e Callfornlans have made special efforts To show their Interest in tha Oregon city snd the Jobbers Will make a hard fight for tlie business. Arrangements are being perfected for a large Portland party. Tickets must be purchased June 11 or 12. traveling by any regular train to Klamath. A return limit of IS days Is placed on tickets Issued and within this limit stopovers may be made on the return Journey at any point north of Klamath. KATE DISCCSSIOX POSTPONED Transportation Committee of RaJ I Chiefs to Meet Jobbers Today. Great Northern and Northern Pacific offciale met Portland Jobbers as repre sented by the transportation committee of the Chamber of Commerce, in the law offices of J. T. Teal yesterday evening. Full d:scuss!on was postponed until to day. The meeting arose out of the visit of J. C. Woodwortn. traffic manager of the Northern Pacific, and W. P. Kenney. assistant traffic manager of the Great Northern at St. Paul; M. J. CosteUo. assistant traffic manager of the Great Northern at Seattle, and L. C. Oilman, assistant to President Louis V. Hill, of the Great Northern, to Portland yester day. On the suggestion of J. N. Teal a meeting was arranged with the transpor tation committee, at which the whole question of the Spokane rate case was to be threshed out. Especial weight was to be laid on the effect of the rn-tee on the Coast. In Spokane these same men have been conferring with Spokane com mercial bodies, who totally rejected the compromise offer tendered by the officials on behalf of the roads concerned. The meeting yesterday oornM with a general resume of the rate situation to date. Different participants gave the views previously expressed as represent ing the different arguments. Especially guarded in their utterances were the railroad men. and aa no progress seemed to be forthcoming, an adjournment was taken until today, when It ls hoped there mill be full and free discussion. The Rose Festival management wants It shouted from the housetops that there Is no entrance fee whatever for any of the competitive parades, pageants and dis plays to be held during the carnival week which open one week from Monday. In the four events In which candidates have chances to win beautiful and valua ble trophies that aggregate VO In value and number more than Sn, a full "and free Invitation la extended to everybody to shy the castor Into the ring and strug gle for honors. These events consist of the competitive exhibit of rosea under the auspices of tbe Portland Rose Society at the California building Tuesday and Wednesday, a dis play which mill embrace close to three solid acre of exhibits, the automobile parade. In which more than low cars will be entered and operated over a Una of march more than 20 miles In length: the horse and vehicle procession, some five mile in length, and the "Spirit of the Golden West" parade, open to the entire Northwest. "While many entries have been listed with the various committees In charge, there la opportunity for many more to enter the competition with good chance of winning. Arrangements are being made by the Festival to place on exhibit in the win dows of the leading stores of the city the complete array of trophies which will be awarded in these events, so that the public aa well as the Interested com petitors may see the stakes which are to be played for. IJnes of march for the daylight and night pageant have been gone over by the committees and as soon as the num ber of entries, formation and other details can be decided upon the routes will be announced, together with tbe list of grand marshals and staffs which will handle the processions. There has been some readjustment of the contestants Miss Bessie McKisson, who had secured 400 votes, haa dropped out. leaving four In the race: Miss Delia Bums. M votes; Miss Ellen Troutman. 11 votes; Miss Lola Bryson. 71 votes, and Miss Hope Nettle ton. 35 votes. A change has been made in the method of voting from the open way. so as to make the contest perfectly fair to all taking part. KLKS OFFER FLAO AS PRIZE Lodge Will Reward Beat Drilled School In East Side Parade. At tbe meeting of Portland Lo1ge of Elks Thursday night it mas decided to offer a flag to the best-drilled school division taking .part In the East Sde parade. Friday night. June 11. The original offer waa withdrawn, this being a new prise to stimulate the many schools which will participate to do their best. The A. B. All the contesting schools feel they will win this prise, and it would seem they are making an effort to do so. Peninsula Clubs to Meet. At a meeting of various push clubs of the peninsula district to be held tonight In North Alblna Hall, the matter of that section's representation In the opening parade of the Rose Festival will be dis cussed. In order that the representation may be as large aa possible, all members of these organizations are urgently re quested to attend this meeting and par ticipata In the discussion. The rise at Portland waa only J nf t foot but by Sunday It la expected there will be an 11 -foot stage. With the rise In the Snake. Cpner Columbia and Kootenai reported yesterday there will be at least a l-foot alage at Portland by Monday noon. The flood stage at Port land la 16 feet- At .Bonner's Kerry It as 34 feet and the gauge now shows n 1 feait. The cool weather of the last 24 bours will stay the flood to some extent but the Weather Iepartment looks for a stead v rise until the crest will have been reached. The high water at the upper stations will not reach Portland untn to morrow and Monday. The river will then continue to rise slowly. futhweat winds an-V rain are predicted for today, and &ui.day.
