WASHINGTON, April 20. -With the political clouds almost ready to break into a storm, the Daughters of the Amer ican Revolution today held the second day s session of their 3Sth Continental Congress. The first opeh manifestation of any partisanship regarding the presidency-general came when Mrs. William Cummings Story, the anti-administration candidate, received a generous ovation when, as regent of New York, she an nounced that the delegation would cast 126 votes. Mrs. Matthew L. Scott, the "adminis tration" candidate, sat in one of the up per boxes and observed the demonstra tion. One of the most tense situations wit nessed during the congress occurred to night when President-General McLean refused to recognize Mrs. Story state regent of New York, when the' latter sought recognition for the purpose of reading her report. Early in the session the president-general entertained a mo tion that only representatives of state regents who had responded to roll-call be heard. The administration forces carrired the motion through with a rush. Later this strategic move was made plain when it developed that Mrs. Story wag absent at roll-call. April . 20The Alabama state law providing for annul ling tne licenses of foreign corporations which take cases from state to Federal courts was today declared unconstitu tional in a decision by Judge Thomaa Jones of tha United States Court.
